PHSA Looking for Executive Director Business Planning at Vancouver, BC Full Time

Job Summary:
In accordance with the Mission, Vision and Values, and strategic directions of PHSA safety, including both patient and employee safety, is a priority and a responsibility shared by everyone at PHSA’s Agencies/Divisions/Services, and as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.

Reporting to the Chief Financial Officer (CFO), the Executive Director, Business Planning and Grants (Executive Director) is responsible for the overall PHSA grants funding, financial planning/budgeting and forecasting, business planning, financial management reporting and analysis, and financial systems and applications. This portfolio manages the grants/funding PHSA receives from Ministry of Health (MoH) and Government agencies annually (the grants/funding amounted to $2.7 billion in Fiscal 2013/14). Working closely with external stakeholders (MoH, Government agencies) and internal Executives to design and implement financial strategies and develop innovative solutions that will shape the future of the organization. Establishes the framework and infrastructure needed to support the allocation of funding, delivery of financial planning and reporting services to PHSA. One of the key focuses of the role is to ensure sufficient funding is allocated to operations to support the delivery of health care services. Provides financial management leadership and direction to executives and management across the PHSA to ensure priorities are addressed and service goals are achieved via effective planning, budget and funding allocation, forecasting and reporting processes. Works closely with PHSA and agency executives in providing strategic financial management advice to plan new initiatives, to identify emerging issues and opportunities and to influence the development of long term directions, priorities and strategic options for PHSA. The role will also lead a team of finance planning professionals supporting Health Shared Services BC (HSSBC) in the delivery of province-wide shared services and tangible value for all six health authoroities, including PHSA.

This role fosters and maintain strong collaborative partnerships with PHSA Executives across the organization, and with senior management at other Health Authorities, MoH and other Government agencies.

Duties/Accountabilities:

• Key part of the PHSA Strategic Finance senior leadership team, contributing to the strategic direction of the department.
• Provide financial strategic leadership in working closely with external stakeholders (MoH, Government agencies) and internal Executives to design and implement financial strategies and develop innovative solutions that impact the day to day operations as well as shaping the future of the organization.
• Develop on going communication and collaborative relationship with MoH, Health Authorities, and internal Executives through continual liaison and negotiation to address financial and funding issues, identify improvements, maximize efficiencies, and ensure corporate accountability and fiduciary care in supporting the delivery of health care within the PHSA.
• Oversee and lead the finance planning function of HSSBC including business analysis, strategic consultation, HSSBC business plan and funding arrangements with the health authorities and MoH, and provide analysis to HSSBC and across all HSSBC business lines.
• Transition and restructure additional services/functions from the health authorities to HSSBC.
• Oversee and advise on HSSBC/health authorities business planning and funding issues resolution as required with CFOs/senior finance officers from each health authority.
• Oversee the development of infrastructure and systems to support the business planning, budgeting and management reporting functions that support the accomplishment of corporate and agency goals and objectives in the PHSA and Agency strategic plans.
• Provide strategic and operational leadership in the financial management of the PHSA including resource/ funding allocation, budget planning and development and management of budgets, forecasts, reporting performance and accountability framework.
• Develop and implement strategic approaches and tactics to ensure financial accountability
• Provide leadership and guidance in strategic financial reviews of operations, provincial program transfer and integration, program service delivery model changes, major asset acquisitions and business cases, and Pay for Performance (P4P) discussion and negotiation.
• Provide leadership in the planning, development, implementation and evaluation of financial information systems and management information systems
• Develop staffing plan, including retention, recruitment and development strategies in collaboration with key stakeholders that ensures the ongoing availability of qualified and competent staff.
• Provide leadership to staff by fostering an atmosphere, which promotes and encourages employees to realize their maximum potential and encourages growth.
• Represent PHSA on provincial and health authority committees, project teams and task forces.

Qualifications:
A professional accounting designation (CA, CGA or CMA) preferably combined with a Master’s Degree in Business, Leadership or other relevant field, plus at least fifteen (15) years of relevant senior finance management experience within a large complex multi-site organization in a position with increasing leadership responsibility, including experience with strategic planning, financial planning, forecasting, budgeting, management reporting, resource allocation methodology, funding model, activity base costing, pay for performance model, key indicators and performance measurement, project management, leadership development, systems design and development, change management and organizational development.

Demonstrated track record of effective leadership in complex, multi-billion dollar, multi-site environment. Awareness of legislation and government directives relating to financial management practices. Demonstrated ability to interact with senior executives and be a key member of a senior finance management team. In depth knowledge of accounting standards, financial policies, legislation, financial and management systems and processes relevant to major public sector organizations. Understands the inner workings of large organizations, government, the MoH, the Health Authorities and related organizations in terms of structure, process and key players. Demonstrated ability to advance strategic finance initiatives, manage people and financial resources in a timely manner, and lead in times of fiscal restraint. Superior interpersonal, communication, facilitation and leadership skills including the ability to negotiate with and influence others, both internal and external to the organization at various levels. Demonstrated aptitude for progressive, innovative thinking. Collaborative leadership skills in working with others to identify issues, design creative solutions, follow-up with action and evaluate results. Physical ability to perform the duties of the job.
