The City of Coquitlam currently has an exciting opportunity for a Police Business Services Manager to join a high-functioning leadership team within the Finance, Lands and Police department. This position will be located at the Coquitlam RCMP Detachment and report directly to the Manager Police Services. The incumbent will work closely with the Police Communications Manager, the Police Operations Manager and RCMP senior management in order to provide their expert financial and administrative experience to complement this multi-faceted team.
This position will be responsible for police financial planning, budgeting and financial reporting processes, as well as preparing reports and presentations to senior management and Council, as well as RCMP partners. This includes preparing multi-faceted complex budgets based on cost-sharing agreements and RCMP contracts, followed by regular budget variance reporting, and development of long-term financial plans and analysis. This position is also responsible for providing effective leadership to the Police Financial Services Section, who deliver the day to day financial administration for the Coquitlam RCMP Detachment, as well as leadership of the Facilities Maintenance, Jail, Fleet Maintenance and Victim Services teams.
In order to be effective in this position, the ideal candidate will possess a high degree of financial, business and political acumen; a detailed understanding of complex financial planning and reporting; the ability to effectively manage several teams in a unionized environment; the ability to successfully meet tight deadlines in a fast-paced professional work environment; exceptional written and verbal communications skills with the ability to develop and maintain strategic business relationships with a variety of internal and external stakeholders, all while managing and coaching multiple high-functioning teams and promoting a culture of inclusivity.
The ideal candidate will possess a CPA (Chartered Professional Accountant) designation, complemented by an undergraduate degree in Accounting, Finance or Business Administration and/or supplemented by relevant courses in finance, leadership, human resources and/or labour relations. A minimum of 5 to 7 years of progressive senior-level management experience is required, preferably in a municipal or unionized setting.

The City offers a competitive salary and an excellent benefits package. This position is based in Coquitlam with some flexible, remote work options available. The City has a vaccination policy that is currently suspended. However, should the policy be reinstated, it will be a requirement for all current and future employees.
