Position Summary:

The Director, HR Operations is a core member of the leadership team and maintains a sharp focus on optimizing the operations within Seneca through effective processes and service delivery. This role leads a large team to ensure high-quality, efficient, and consistent responses to HR-related inquiries and transaction requests across HR Technology, Inquiry and Transactional Services, and Specialized Services. The incumbent is also responsible for defining Seneca’s overall HR technology strategy in collaboration with the Director, HR Transformation. As an integral part of the HR leadership team, the Director, HR Operations plays a key role in driving the HR digital transformation by developing and implementing Seneca’s next generation HR Technology strategy and roadmap, optimizing HR business process, and strengthening HR analytics capability to ensure HR technology and systems are aligned with strategic objectives.

Responsibilities:

Transformation & Strategy

• Develops and implements a cohesive HR Technology strategy focused on modernizing Seneca’s HR system infrastructure by sourcing and selecting a cloud-based HR enterprise system solution, with the goal to fully implement in the next few years.
• Provides ongoing strategic evaluation of HR systems to ensure alignment with organizational goals and regulatory environment.
• Partners with stakeholders across Seneca, including COEs and HRBPs, to identify enhancements related to HR Technology and implement interim solutions that align with short and long-term HR Technology Strategy and Roadmap to improve the current situation before implementing the new system.
• Understands legislative requirements and identifies process opportunities to simplify core HR processes that will drive an impact while remaining compliant with regulations.
• Researches HR technology trends and advises key stakeholders to inform future strategies and roadmaps.

HR Reporting and Analytics

• Designs HR analytics infrastructure to meet the needs of HR operations and enable data driven decision making.
• Builds and implements practical tools and processes to ensure the accuracy and efficiency of data validation and data correction.
• Forecast and oversee operational performance, metrics, and analytics through working with Seneca leadership, COEs, HRBPs, and HR Leaders.
• Identify ways to optimize service delivery at Seneca leveraging technological solutions such as RPA, Chatbots, and AI within HR.

Oversight of Service Delivery

• Provides leadership for the HR Operations team, including setting vision, governance, and operations management to deliver on the HR Technology Strategy.
• Oversees the development of technology enabled business processes including implementation of policies and guidelines across the department, while providing regular updates to knowledge tools.
• Effective execution of the administration of core programs and processes in the employee lifecycle for seamless employee experience across benefits, onboarding and offboarding, compliance practices and broader HR policies.
• Regularly reviews front line metrics to assess opportunities to enhance or automate manual or repetitive tasks.

Human Resources Leadership

• Responsible for creating an HR Ops team structure that is scalable, flexible, and high performing.
• Monitors the performance of HR Ops team members through the analysis of KPIs to identify trends and to drive continuous improvement (both system and process).
• Contributes to the development of cost controls related to the HR Ops budget.
• Assesses and determines staff training needs and technology requirements. Seeks out opportunities to enhance diversity, equity, and inclusion.

Qualifications:

• A completed Master’s Degree in a relevant knowledge field an asset
• Project Management and/or Human Resources Certification is preferred.
• A minimum of eleven (11) years of combined education and experience, with at least five years in a leadership role in a complex unionized organization
• Experience in managing a shared services centre, technology, and analytics teams in a public sector organization with a strong customer management experience.
• Experience implementing HRM systems and enabling technology is an asset.
• Experience in designing efficient HR processes and operations and a talent for analyzing complex data.
