Position Summary

Reporting to the Finance/Administration Manager, the Commercial / Material / Procurement Specialist shall support all activities related to the TransEd organization’s procurement needs.

Roles and Responsibilities

• Focusing on the formation and administration of purchase orders for equipment, bulks, and services.
• Planning and administration of expediting activities for material and equipment
• Acceleration of supplier’s work, early identification of issues, and coordination of resources to address and resolve issues while supporting the O&M schedule
• Execution of the project supplier quality activities, including administration of capability surveys, audits, and area/shop quality surveillance
• Communicating with inhouse functions, maintenance staff, storage, etc. for status of existing purchase orders and expedite deliveries as needed
• Advising and updating affected department(s) accordingly
• Recommending the acceptability of substitute materials, referring such decision to others (engineering) for approval
• Develop bid tabs for management to effectively choose suitable vendors
• Utilize computer systems/software to create new vendor accounts
• Contributing to the formation of Procurement Process/Procedures and their subsequent lifetime improvements
• Preparation, sourcing, tendering, evaluation, negotiation, and administration of purchase orders/contracts for the supply of goods and services.
• Maintaining close contact with suppliers and continuously monitoring suppliers’ performance
• Initiating and management of the purchase order/contract changes.
• Support in contract administration of any MSAs or TransEd external contractual agreements.
• Ensure competitive bid practices, relevant procurement laws and Code of Ethics are followed.
• Procuring material, as requested, on a properly approved requisition.
• Close monitoring of suppliers and respective markets to ensure delivery of material at the price, quality and timing required.
• Ensuring competitiveness by analyzing the market for alternative products, services and suppliers that meet the required specifications.
• Ensuring strict adherence to company procurement policies and procedures.
• Performing material audits in the storeroom and does spot audits on a continuing basis to ensure that actual stock levels agree with reported stock levels
• Participating in regular audits of the procurement system, providing a continuous improvement viewpoint. Provides statistical data and trending to ensure budget variance and compliance are followed
• Assist the Finance Manager with delivery of reporting for the partnership and to the client.
• Developing and delivering reports as required
• Providing direct reporting to department managers for payment issues or contractual non-compliance
• Participating in planning and execution of potential future external contracts
• Continuously reviewing and amending the procurement processes/procedures with any approved innovation and efficiencies
• Supporting in contract administration for all agreements
• Managing the receiving, transfer and delivery of materials including clearance of customs
• Managing the tidiness and efficient operation of the Store
• Conducting inventory control to stock levels adequate for the operation and maintenance
• Responsible for personal safety and that of co-workers by observing and promoting the HSE rules. Executing HSE rules & procedures and ensure that work is performed in compliance with OH&S, CEC, CSA, BTAME, and customer’s regulations. Immediately reporting any deviation or incidents.
• Participating in site HSE improvement and developing/improving HSE procedure. Keep workspace clean and organized. Raising safety concerns with supervisor.
• Ensuring that all TransEd financial objectives are adhered to.
• Participating in all required training

Health, Safety, Environmental and Security

• A good understanding, maintaining awareness and following relevant health, safety and environmental legislation, TransEd Operation rule book, standard operation procedures, health, safety and environmental requirements and instructions within own role and organization
• Continuously monitor area of responsibility to ensure compliance with legislation and TransEd safety procedures. Overall responsibility of passengers, staff and goods to enable compliance with regulations through safe and effective rail operation.
• Maintaining an awareness and following TransEd emergency, accident/incident plan, policy and procedures.
• Constructively challenge unsafe practice at all levels and report through the necessary channels.
• Inform/alert the control centre to any hazards which have been spotted along the route.
• Understand the risk of ill health and the impact of wellbeing on the safety of an individual, others at work and the public. Understand strategies for fatigue management e.g., sleep quality, and stress management.
• Manage own fitness to enable work to be carried out competently in order to reduce the risk to health and safety to self and all stakeholders.
• Requirements and process for ensuring rail safety and security on the line, at stations and depots.
• Constantly maintain a secure environment and respond to security issues and take appropriate action in the event of a breach of a security as accordance with company safe operation procedures, policies and safe systems of work.

Qualifications

• Either a baccalaureate degree from an accredited college or university, preferably in supply chain management, industrial engineering, or production & operations management, or 6 years of applicable experience
• A combination of education, training and experience deemed equivalent
• Previous experience in purchasing, inventory management and/or logistics
• Experience in contract negotiation
• Ability to read and understand technical documentation
• Partnership building, relationship management and collaboration skills to work effectively within OMJV
• Strong computer knowledge Microsoft SharePoint, PowerPoint, Word and Excel
• Verbal and written communication skills to prepare and present documentation, reports, proposals and briefing materials
• Analytical and problem-solving skills to manipulate, interpret and present information in a simple and easily understood manner for a wide range of audiences
• Ability to handle multiple tasks at once, while demonstrating autonomy, organization, attention to detail, rigor and good judgment
• Experience with accounting practices
• Knowledge of CMMS or similar warehouse/ spares management software
