BCIT’s Financial Services department is seeking a regular, full-time (1.0 FTE) Associate Director, Capital Finance. Provides direction and leadership to the Institute’s capital asset portfolio, including the Campus Planning and Facilities’ (CPF) capital projects. Reporting to the Financial Controller, acts as an advisor and makes recommendations on key capital financial decisions to both the Financial Services and CPF leadership teams. Directs the development and management of budgets, forecasts, analytics and reporting on all capital assets, capital projects and capital plans. Develops and implements strategies, practices, policies and processes in consultation with the Financial Controller, CPF and other partners. Directs development and delivery of all capital project accounting and financial management functions and oversees a broad range of financial transactions for the projects, including procurement and contract administration.
Duties & Responsibilities
KEY ACCOUNTABILITIES:
- Participates as a member of the Financial Controller’s leadership team, providing input to development of CPF capital project strategies, advising and making recommendations on key financial decisions, and sharing responsibility for related financial achievements and success.
- Develops and implements capital finance strategies, plans, standards, policies, and processes in consultation with Financial Controller. Recommends techniques to optimize efficiency and support BCIT financial goals.
- Leads and facilitates development of capital plans in collaboration with the Financial Controller and CPF’s leadership team. Directs staff in development and oversight of capital budgets and all related projections, cash flow forecasts, analysis and reporting. Provides support in the development of business cases for CPF capital projects and initiatives, and develops and oversees project related metrics and reporting.
- Implements and ensures the necessary controls to identify and mitigate financial risks are in place and working. Ensures compliance with Institute policies and practices as well as regulatory requirements.
- Directs development and delivery of capital project accounting and financial management functions. Oversees a broad range of financial transactions related to procurement, contract administration and compliance, invoicing, and other related matters.
- Directs and oversees development and maintenance of the necessary systems to support critical documentation, records and reporting.
- Ensures the Finance and CPF leadership teams are kept apprised of financial matters that could impact the project’s financial goals. Develops reports and delivers presentations on financial status, risks, achievements, challenges and emerging issues.
- Works closely with a team of financial and operational professionals and administrators. Provides consultation, expertise and advice to internal partners, explaining standards and processes, and discussing risks, opportunities, and solutions.
- Represents Financial Services on internal and external initiatives, committees and advisory groups as it relates to major capital projects.
- Liaises and communicates with Ministry and Treasury Board on Certificate of Approval, funding applications for the Institute. Ensures complete and accurate reporting in compliance with Ministry requirements and timelines.
- Researches and maintains awareness of emerging trends and best practices, identifying opportunities to enhance the finance functions, and to support achievement of the project goals.
- Manages directly and indirectly reporting staff, overseeing and participating in selection, coaching, mentoring, development, performance management and all other people-management practices.
Qualifications
QUALIFICATIONS:
- Canadian professional accounting designation (CPA) or equivalency
- Minimum 8 years’ experience at progressive levels of responsibility, including a leadership role in finance and administration, preferably in an education/public sector facilities context
- An equivalent combination of education and experience may be considered
- Advanced knowledge of financial and operational management, construction project procurement, and the Capital Asset Management Framework
- Advanced strategic planning skills, with ability to facilitate development of operational and capital plans and related budgets
- Advanced business acumen with ability to exercise sound and critical judgment, make high level strategic and operational decisions.
- Excellent communication, interpersonal and customer service skills with the ability to establish and sustain relationships, develop rapport with internal and external stakeholders, and work with personnel at all levels
- Advanced analytical skills with ability to direct research, analysis, and development of complex reports
- Advanced people leadership skills with ability to build and manage teams across diverse functions in a unionized, public sector environment
