Reporting to the Chief Human Resources Officer, you will partner with leaders across the organization to plan and deliver specific enterprise-wide talent and OD projects and programs that support employee effectiveness, enhance engagement, and promote organizational culture, values and service excellence. In short, developing learning activities to address knowledge/skill gaps, promote effective teamwork and further the City’s strategic objectives. You will oversee a team responsible for performance consulting, needs analysis, instructional design, course development, program coordination and LMS administration. Additionally, you will take the lead in designing, conducting and/or brokering the delivery of training programs from a variety of resources while building a network of partnerships with educational institutions to offer course credit to employees. This position will require you to report on learning and development key performance indicators; prepare annual operating budgets for the delivery of learning and development services and manage distribution of funds within the assigned budget allocations. Furthermore, you will coach managers and employees with regard to career development strategies and techniques. Performs related work as required.
Qualifications include a Degree or Diploma in Education, Adult Learning, Organizational Management, Leadership Development, Human Resources, Behavioural Sciences or a related discipline, preferably at the Master’s level and a minimum of 7 years of management and related experience or equivalent education, training and experience that will support you in the success of this role. Certification in Executive Coaching; Emotional Intelligence, Change Management, Insights and psychometric assessment tools would be an asset. The successful candidate will have extensive knowledge of organizational effectiveness and talent management frameworks including leadership development, succession planning, change management, learning design and program delivery, performance planning, workforce planning, and learning administration utilizing an enterprise Learning Management System (LMS). This role requires experience in classroom facilitation and development of online training content. Working in the public sector within a unionized environment is preferred. Requirements also include the ability to establish strong collaborative working relationships with clients and coworkers; manage, coordinate and deliver multiple projects under tight timelines; develop, design, conduct and evaluate training programs, secure outside resources as required, and promote training services. The ability to facilitate dialogue and resolution of complex issues with a wide variety of stakeholders, including senior executives is a must. Outstanding communication skills, solid organizational skills and experience with various software applications, such as MS Office are essential. A Driver’s Licence for the Province of British Columbia is also required.
