Specialist, Closure Policy

The Opportunity

The Licensee Management team is looking for a Specialist, Closure Policy to join our talented team of highly motivated professionals. The Specialist, Closure Policy will be part of the liability management group which oversees the development and implementation of approaches to address the liability regulated by the AER. The priority for Licensee Management is the oil and gas sector with future development for mining, pipelines, in-situ, and other mandate expansion sectors that the AER may regulate.

This role will support the ongoing development and operationalization of the Inventory Reduction Program, including development and sustainment of program incentives, audit and verification, and system enhancements. This role will also manage communications and interactions for the program with industry and other stakeholders to manage system issues, ensure performance of closure activities and regulatory obligations are being met, and support submissions and reporting functions.

Your Key Responsibilities:

• Responsible for the development and sustainment of inventory reduction program incentives. Collaborate with external industry experts and internal AER colleagues as required to improve the overall regulatory framework effectiveness and ensure successful incentive implementation and sustainment. Support change management activities to influence behaviour and enhance closure activities in the Province.

• Gather and coordinate business needs for system enhancements that support licensee management and inventory reduction programs, including system issues identified by stakeholders. Collaborate with enterprise business groups as needed to ensure tools, systems, and reporting requirements are met.

• Responsible for industry and stakeholder questions and solving problems in submission and reporting to the inventory reduction programs. Coordinate with internal experts to improve the overall program and performance reporting effectiveness.

• Responsible for data and submission reviews to reconcile licensee closure spending for both voluntary and mandatory closure targets. Supports the development and implementation of the compliance and verification processes and systems related to closure activities on a corporate and sector basis.

• Support and facilitate the GoA policy implementation related to the liability and closure systems. This includes supporting the development of regulatory requirements for the AER liability management strategy and supporting the continuous enhancement and implementation of new processes and systems across liability management to enable a consistent licensee management program across the enterprise.

Qualifications :

• Bachelors Degree in engineering, environmental science, or other related fields.

• 5 to 8 years in regulatory or operational experience, specifically in compliance assurance and field operational experience related to development of oil and gas assets across the energy development lifecycle, and how to provide assurance to adhering to regulatory requirements.

• Knowledge and understanding of AER activities and priorities is an asset.

• Knowledge and understanding of the existing liability management framework is an asset.

• Ability to be proactive and has strong situational awareness.

• Demonstrates initiative, works collaboratively and effectively in a team.

• Excellent communication skills, both written and verbal.

• Excellent collaboration skills to build relationships externally with licensees, and across the enterprise.
