THE ORGANIZATION: THE CHILDREN’S FOUNDATION
The Children’s Foundation (TCF) is an established and leading non-profit organization with a budget of $6.6 million and 70+ unionized staff specializing in services for children, primarily between the ages of 5-12, and their families. Incorporated in 1957, and with a mission of “improving lives by helping children and their families navigate complex challenges ,” TCF provides services to over 550 families per year through two main locations in Vancouver and Surrey, as well as throughout the Lower Mainland. TCF employs a professional staff led by a seasoned and dedicated Executive team, and a talented, diverse, and committed Board of Directors governs the organization. Services include trauma-informed clinical counselling, family preservation, a family development centre, parent education, respite for children with autism, professional assessments and training, and foster care support.
Families are at the core of what TCF does. The organization works closely with families, assessing their needs and bringing hope and help to them, both individually and in groups, to teach, coach, and support them so they can be the best resource for their child’s development. Services are delivered in close collaboration with government agencies and service providers such as the Ministry of Children and Family Development, Vancouver Coastal Health, and the Surrey School District.

THE OPPORTUNITY: EXECUTIVE DIRECTOR
The Executive Director, who can be located in either of TCF’s Surrey or Vancouver offices, plays the lead role in the organization and fosters a working environment that brings the best out of people and acknowledges each of their contributions. The position attends to not only what is done, but also how things are done. It acts as the glue between the Board and the staff and fosters appropriate, open communications. The Executive Director organizes the work of the Agency, is responsible for strategic and annual planning, program expansion, performance metrics, policy development, overall fiscal health, ethical guidance, and legal compliance.
POSITION SUMMARY
TCF is hiring a new Executive Director. TCF’s Executive Director position is ideally set up for a new leader to take the helm: it has enjoyed an engaged leadership team, consistent funding, a highly respected profile, diversification of its Board, and strategic expansion of its services. The new Executive Director will receive initial on-boarding support from the existing management team and join the organization as it embarks on establishing a new strategic plan, providing a window to shape TCF’s vision and services for the years to come. TCF has ambitious plans for its next chapter, including the relocation of its Surrey office and expansion of services, notably in the area of Childcare Services. TCF is seeking an entrepreneurial leader with expertise in serving children and families and leading unionized teams to boost the organization’s profile and services.
DUTIES AND RESPONSIBILITIES
1. Organizational Leadership • Ensure appropriate and inclusive planning is done. • Lead a regular process, in partnership with the Board of Directors, to develop a vision, mission, and strategic plan for TCF. • Create an environment open to and prepared for change at all levels—organizational, programs and services, human resources, financial, etc.—to meet the changing needs of the community and the organization’s goals and objectives.
2. Governance and Board Relations • Work well with the Chair and Directors to implement Board policies and decisions. • Communicate effectively with the Board and provide, in a timely, accurate manner, all information necessary for the Board to function properly and make informed decisions.
3. Planning • Organize the work of the Agency and ensure appropriate and inclusive planning.
4. Financial Management and Administrative Oversight • Demonstrate personal energy, integrity, and tact, act ethically, and lead by example. • Ensure fiscal integrity of TCF, including submission to the Board of a proposed annual budget and quarterly financial statements. • Anticipate and plan for the capital needs of TCF. • Ensure TCF complies with all government regulations. • Optimize resource utilization and maintain the organization in a positive financial position.
5. Program Innovation, Delivery, and Accountability • Lead program exploration, innovation, and implementation collaboratively. • Ensure quality improvement processes are in place for all programs and services. • Prioritize striving for service excellence for all staff and ensure they have access to the necessary training and tools.
6. Human Resources • Administer operations within the parameters of Board policies. • Strive to create an environment that leverages the full potential of staff and volunteers to achieve the mission. • Ensure clear, honest performance assessment of all staff and volunteers. • Lead TCF’s relationship with the union and ensure a healthy ongoing relationship.
7. Government, Stakeholder Relations • Build and maintain strong, productive relationships with key constituents and stakeholders. • Understand key policy trends in government, their impact on TCF and its mission, and position TCF for success.
8. Fundraising • Participate in developing and executing fundraising strategies and donor relationships to diversify and increase nongovernmental revenue sources. • Optimize existing relationships with key donors and explore new donor commitments.
9. Risk Management • Identify the organization’s principal risks and implement appropriate actions to manage them. • Advise the Board of all major commitments, exposures, and risks on a regular and timely basis. • Ensure TCF and the Board have adequate insurance coverage.
10. Operations • Ensure the safe, effective, and efficient operation of all sites, services, and programs. • Ensure compliance with all health and safety legislation and internal policies.
11. Asset Management • Ensure a broad asset protection framework is in place at TCF to maintain, protect, and grow the value of capital and monetary assets. • Work with the Board to develop appropriate policies and procedures.
12. Sector and Community Leadership • Maintain a proactive approach to work that seeks to understand and anticipate future needs and challenges. • Promote TCF as a leader in its area of work and provide leadership to relevant sector and community initiatives. • Participate and lead in related service, policy, and communications initiatives. • Serve as a spokesperson for TCF and actively seek opportunities to speak about TCF.
13. Marketing and Communications • Oversee TCF’s marketing and communications efforts. • Act as the official representative of TCF in presenting the views of TCF to agencies, media, community groups, and the general public.
THE PERSON
The successful candidate should be a dynamic, enthusiastic, and committed leader who is well experienced with the complexities of the not-for-profit sector, especially within family services and in a unionized environment. Possessing a collaborative and entrepreneurial leadership style, they should have a track record for strategic program innovation and expansion. They should build engagement with staff and at all levels of the organization by creating a true team environment, leveraging everyone’s expertise to ensure all are heard and valued.
REQUIRED QUALIFICATIONS, EDUCATION, AND EXPERIENCE
• A Master’s Degree in a related field is preferred.
• At least five years’ experience in a leadership position, ideally in a unionized environment, and experience working with a Board of Directors.
• Proven expertise in serving children with complex needs and their families.
• A commitment to maintaining a safe, respectful, and engaging work environment characterized by open communication.
• Experience interacting with external community partners and leaders of other organizations to build partnerships and alliances.
• Ability to work with the Board and staff to create a vision for the organization and align the organization toward that vision.
COMPENSATION
A competitive compensation package will be provided, including an attractive base salary and excellent benefits, including Municipal Pension Plan, Group Health Benefits, among others.
Pay: $120,000-$160,000 depending on a variety of factors including qualifications, job-related knowledge, skills and experience.
