Reporting to the Corporate Manager, Business Applications, the Senior Applications Specialist (Business Applications) is responsible for providing leadership to the sustainment teams in the day-to-day management and administration of PHSA business applications, coordinating support operations in the enhancement, troubleshooting and support of the applications in the business applications portfolio from a technical perspective. This senior technical position requires both depth and breadth of technology expertise coupled with leadership abilities necessary to support the extensive and complex implementation of applications such as the Corporate Services ERP, portal and internet sites across PHSA.
In addition to providing hands-on technical support skills, the Senior Applications Specialist also provides direction to staff from an operational perspective, making adjustments to workload and assignments in order to meet the needs of the organization. In addition to developing specialized solutions to meet the organization’s business applications needs, the Senior Applications Specialist is responsible for the coordination, control, testing, maintenance and support of changes to the applications within the portfolio to achieve the highest level of application availability throughout the PHSA. The Senior Applications Specialist will also provide technical support and design recommendations for all assigned business systems development and implementation projects.
Scope and Complexity
The Senior Applications Specialist provides health authority-wide technical support for the business applications implementations across PHSA. The Senior Applications Specialist provides guidance and direction for the support of the extensive and complex implementation of business applications across PHSA, which provide information management for financial data, employee demographic and pay data, supply chain data, as well as the internets, intranets and extranets for PHSA and its’ agencies and services. Providing technical advice and receiving feedback from users of the various business applications and technical standards, the Senior Applications Specialist also contributes strategic project implementation planning for business applications across PHSA.
The Senior Applications Specialist provides complex and varied functions in an environment that requires a high level of specialized technical skills to fulfill responsibilities for the most efficient and effective use of the business applications. The Senior Applications Specialist is required to meet tight schedules with precise deadlines in the processing of production jobs and to recover failed production systems minimizing the impact on business applications availability for the health authority. Decision-making involves complex and diverse issues involving use of the business applications that are accessed by individuals throughout the health authority and external to the organization. The Senior Applications Specialist is responsible for ensuring that all the environments associated with the business applications are maintained by the highest levels of service availability and performance. Innovative solutions are required to position the organization to provide integrated solutions to support a patient centric care environment.
Communications
The Senior Applications Specialist communicates with staff at all levels throughout the health authority in the performing of technical support to ensure problem resolution and customer satisfaction. Internal contacts primarily include technical team members and business applications clients providing specialized technical support, information and knowledge to define, clarify and provide suggestions on sustaining and improving the PHSA business applications. The Senior Applications Specialist serves on a variety of authority-wide, health service delivery area and departmental committees, task groups, internal working teams and corporate projects.
External communication includes contact with external peer groups and vendor partners to obtain technical advice and support to maintain PHSA business relationships and purchase equipment, services and resources.
What you’ll do
Provide specialized technical troubleshooting and support in all aspects of applications in the Business Applications portfolio. Implement solutions that promote the integration of technologies based on industry standards, and are compatible with PHSA’ application environment.
Coordinate and implement system upgrades and system tuning to ensure maximum performance, security and stability of the business applications taking into consideration client requirements and the technology of the platforms.
Develop technical support procedures for such areas as application installation and testing, and ensure application support documentation is developed and maintained including backup schedules and disaster recovery planning. Develop and communicate plans for planned downtime.
Provide technical consulting related to the acquisition of new systems and standards or the implementation of new applications on existing systems. Prepare technical whitepapers and develop business cases that assist decision making processes. Install, configure, test and maintain applications in support of approved projects.
For business applications, provide staff training and orientation, and develop supporting instructional material.
Provide support for application maintenance, modification and enhancement through programming, database development, report writing and problem solving.
Provide guidance and leadership to assigned team members including making adjustments to workload and assignments and participating in decisions relating to hiring, discipline and termination.
Analyze system performance and provide recommendations for the development of capacity plans for assigned applications.
Provide technical recommendations related to data conversion routines and system interfaces for assigned applications.
Support operational requirements by assembling, creating and maintaining the required set of information systems technical and operational documentation, according to departmental standards.
Provide technical recommendations around downtime and disaster recovery procedures for assigned applications.
Provide technical expertise to implementations of applications by performing a technical review of the documentation, writing and testing of applications and verifying that programs are functional and consistent with specifications.
Provide system support to users during the development, maintenance and operation of various computer systems by performing duties such as troubleshooting system software problems, testing alternative solutions, and reviewing impact of implemented resolutions over time for assigned applications.
Provide technical expertise for initiatives around the research and analysis for the evaluation, selection, administration and support of operating systems, system integration tools, and office automation software for assigned applications.
Maintain an awareness of current information system trends and issues through literature review, contact with peers at other organizations and attendance at seminars, workshops and educational programs.
Lead and participate in the analysis, acceptance criteria definition, development, testing, training, implementation and maintenance phases of assigned projects. Carry out post-implementation reviews and make recommendations for improvements.
Provide advice and direction to clients on methods to improve performance efficiencies through the use of automated tools and revised work processes on assigned applications.
Perform other related duties as assigned.
What you bring
A level of education, training and experience equivalent to a Bachelor of Science Degree in Computer Science or related field, plus five (5) years recent related experience in an information systems technical environment. Proven hands-on specialized experience with Cisco, LAN/WAN, VOIP and wireless infrastructure tools and technologies. Minimum two (2) years recent experience in a technical leadership role.
Expert knowledge and understanding of core systems technologies and strategies, including technology design, implementation equipment and support functions related to Ethernet, switching, routing, security and transport protocols.
Strong enterprise-level experience with network administration and implementation in a large-scale environment, including analysis and design methods.
Excellent interpersonal, oral, and written communication skills with the ability to communicate complex ideas in simple terminology. Ability to understand and clearly relate technical information and principals of operation to other members of the organization.
Ability to analyze operational problems and recommend innovative solutions, demonstrating time management skills.
Proven ability to plan and execute complex projects with stringent budgets and timelines.
Certifications such as CCNA, CCNP and CCDP , or equivalent would be an asset.
Physical ability to perform the duties of the position.
