The Director, Labour Relations, is a key leadership role within the Labour Relations team and reports directly to the Executive Director, Labour Relations & In-scope Classification and Compensation. The position is accountable for assisting in the development and implementation of AHS labour relations strategies and processes to support AHS goals impacting over 80,000 unionized employees in a multi-unionized environment. The Director will provide direct supervision, strategic leadership and expertise to the Zone Labour Relations team and is a key adviser to the Executive Director. The Director will provide leadership and advice on the coordination of consistent collective agreement interpretation advice and grievance handling across the organization and ensures a seamless service to clients. The Director will be closely involved in leading the development of the AHS Labour Relations Strategy which includes bargaining strategies. In developing the strategy, the Director will have close working relationships with AHS executives, senior leaders and government officials. The Director is responsible for the development and maintenance of relationships with key internal stakeholders such as Legal & Privacy, is the primary LR liaison with the HR Business Partnerships (HRBP) Directors, and external stakeholders such as government departments and union leaders.
Leads AHS labour relations projects and initiatives of significant scope/complexity which can impact the organization’s reputation. A key advisor to the Executive Director and acts as “Acting Executive Director” as required. Provides direct leadership of the Zone Labour Relations team to assist in the achievement of labour relations goals/strategies and the development of a cohesive, high-functioning team. Develops and maintains partnerships with HRBP to deliver labour relations solutions to the operational level and enable HRBP Directors and their teams to provide consistent advice and support to business leaders. Assists in the development of long-term people-related strategies as part of the broader Labour Relations Team. Coordinates and implements proactive labour relations strategies and effective dispute resolution processes to achieve organizational goals that support broader people and organization strategies. Identifies key challenges and opportunities and provides leadership to support the development of innovative and strategic approaches in ways that enable the achievement of the strategic vision and long-term goals. Translates strategic plans into operational plans and plays an integral role in the development of long-term strategies for labour relations. Creates, fosters and influences complex external relationships with union leaders and other public sector employers to create positive union/management relations while advancing organizational objectives. Ensures the effective coordination of provincial and local labour relations strategies in support of major organizational change initiatives. Monitors budget and authorizes expenditures. Plans and determines the budget.
Required Qualifications:
Successful completion of a related degree in Human Resources/Industrial/Employee Relations or equivalent from a recognized post-secondary institution and a commitment to continuous education. A minimum of 10 years of progressive complex multi-union labour relations and negotiations experience including a minimum of 3 years of experience assessing/strategically planning human resource services. Experience working in a unionized environment. Uses strategic thinking, taking into account long-term goals and assessing options and implications. Proven ability to foster partnerships and achieve organizational goals within a large, diverse organization and manage within a unionized sector. Leadership skills, including demonstrated ability and comfort with decision-making responsibilities, coaching and teaching, and the ability to inspire and build confidence in others. Effective communicator with strong organizational skills, client-focused orientation and commitment to providing long-term quality services.
Additional Required Qualifications:
Healthcare or other public sector experience. Ability to lead and manage change. Resilience and flexibility in a complex, rapidly changing, political environment. Experience leading a bargaining table.
Preferred Qualifications:
A CPHR designation is an asset. Public sector experience is an asset.
