Reporting to the leaders in the Strategic Coordination Division, the Senior Consultant position is a provincial leadership role accountable for planning, change management, implementation planning and optimization support for Primary Health Care initiatives. The Senior Consultant position is responsible for developing and maintaining zone and PCN relationships for the purpose of collaborating on numerous short- and long-term initiatives that are high profile and complex. Working independently with minimal guidance, the Senior Consultant may supervise Primary Health Care (PHC) staff and lead functional teams. The Senior Consultant also supports and informs the strategic direction set out by the Directors/Executive Director/Senior Program Officer within the Provincial (PHC) team; and works to ensure Alberta Health Services values, goals and principles are implemented and integrated within all projects and initiatives. As a key member of the leadership team, the Sr. Consultant applies expertise to assist operations at the zone and provincial level in developing, standardizing and monitoring provincial, zonal and local primary health care service delivery priorities. The Senior Consultant will consistently use a system-wide, broad perspective in developing, analyzing and contributing to the Provincial, Zonal and local Primary Health Care strategic direction, through identifying innovative and sustainable solutions, supporting decision-making, promoting evidence-based best practice and following professional project and change management practices. The Senior Consultant is accountable to ensure the initiatives within their area of responsibility achieve the intended goals and outcomes.
In collaboration with zone operations, supports the approved strategies of the Primary Health Care Division. Contributes to the development of policies and standards and supports their successful implementation and compliance. Identifies supports and barriers to implementation and sustainability and facilitates the identification of mitigating strategies of service implementation planning for provincial primary health care team initiatives. Revises provincial, zonal and local plans as appropriate to meet changing needs and requirements of zone stakeholders while ensuring they support service delivery models, guiding principles and vision of the Provincial Primary Health Care team and Alberta Health Services. Responsible for the provincial leadership and support in a liaison role that collaborates and offers subject matter expertise for complex, sensitive or province wide primary care initiatives i.e., FCC Implementation, PPCNC priority initiatives including but not limited to H2H2H Guideline implementation and CII/CPAR implementation, etc. Manages day to day planning including identifying and resolving issues and conflicts to ensure effective planning and information management for the Provincial Primary Health Care team. Updates the Director and zone partners on the progress, issues, risks, mitigation strategies and other relevant information on a regular basis. Collaborates and informs zone implementation plans in support of service planning initiatives to support zones in meeting provincial, zonal and local expectations for service delivery. Supports the identification of current state / service inventory and gaps in provincial primary health care services across the geographic areas of the province.
Required Qualifications:
A minimum of a university degree with 3-5 years’ experience in a health care leadership role. Experience in health services operation management. A minimum of 5 years of relevant experience with progressive responsibility in area of expertise in a related environment. Expertise in own discipline. Demonstrated pattern of professional and personal development. Equivalencies of education and experience may be considered.
Additional Required Qualifications:
Experience in planning and implementation in a healthcare organization. Demonstrated leadership experience preferably in a health care or related environment. Education or demonstrated abilities in change management, quality improvement practices and methodologies. Knowledge and demonstrated experience in project management and change management. Facilitation and/or coordination experience in project planning: execution, reporting, monitoring and evaluation. Team leadership skills, including demonstrated ability and comfort with decision making responsibilities, coaching and teaching, and the ability to inspire and build confidence in others. Demonstrated ability to foster relationships and partnerships with internal and external stakeholders. Evidence of ability to foster a culture of change acceptance, adoption and advocacy. Ability to search out and evaluate best evidence required. Demonstrated ability to work collaboratively and independently within a large, complex organization with a variety of staffing groups. Demonstrated needs identification, gap analysis, critical thinking skills, decision-making, innovative problem solving. Demonstrated abilities in conflict resolution and management and well-developed facilitation skills. Excellent computer skills including expert knowledge of Microsoft Word, Power Point, and Excel required. Knowledge of/experience with project management, data management and analysis software preferred.
