Project Description:
The Clinical & Systems Transformation (CST) project is designed to improve the quality, safety and consistency of patient care across three British Columbia health organizations: Vancouver Coastal Health (VCH), the Provincial Health Services Authority (PHSA) and Providence Health Care (PHC). The project’s clinical goals are to improve safety, reduce unnecessary work, increase consistency, provide more accurate information, and improve information system reliability and sustainability. An important component of the success of the CST project is Provider Documentation. Provider Documentation is the primary content used to support continuity of care for community care providers and is interwoven with other Cerner functionality and allows timely, legible and accurate documentation of patient care. Provider documentation provides a combination of structured and unstructured text and industry experience has shown that successful implementations of Cerner Provider Documentation include the use of Front End Speech Recognition (FESR).
Services Required:
Require a consulting resource to lead the communications and stakeholder engagement, and support change readiness and adoption of the transition of providers from traditional telephone dictation practices to FESR. The consultant will collaborate with project leadership and respective stakeholders to implement a framework for transition to FESR and provider documentation. Note that this project started in August 2016 and deployment of FESR at some sites has already been completed or partially completed.
Responsibilities shall include (but are not limited to):
Physician Adoption
Serves as primary lead on physician adoption for the project supporting the sites as needed on communications, engagement, training and metrics to increase FESR adoption.
Supports the project team on initiatives to increase FESR adoption.
Actively seeks to identify and mitigate end-user adoption risks.
Liaises with other CST teams to ensure FESR training and communications are integrated in the most effective and efficient way.
Education
Works with FESR education specialists and CST provider training and adoption leads to optimize the FESR training curriculum and training processes.
Maintains the FESR training offerings in the learning hub where providers can self-register for FESR training.
Works closely with the project team on identifying training requirements for each site deployment, and coordinating training schedules/room bookings/site visits etc.
Change Management and Communications
Integral in drafting the change management and communications plan with the project manager.
Works collaboratively with project team/project lead(s) to integrate change management activities and project management activities.
Ensure the project intranet site and knowledge management tools are maintained for accuracy and quality on an ongoing basis.
Develop communications and engagement materials (e.g., presentations, memos, posters) to support the FESR implementation.
Fosters and facilitates relationship building, networking, and collective development to advance shared priorities across all stakeholder groups.
Serves as primary liaison with CST and site change management, communications and provider adoption personnel to develop integrated change management and communications activities.
Other duties as required. Must be able to flex with the priorities of the project.
Based on the remaining sites to deploy the CST Cerner system, the project is anticipated to run into 2025.
Specific Qualifications or Experience Required:
This role requires an individual who has worked on large, multi-stakeholder transformation technology implementation projects in the health care sector. Other requirements include the following:
Strong and effective interpersonal, communications, and business writing skills. Short-listed candidates will be asked to provide examples of documents and presentations for which they were the principal author.
Ability to translate complex clinical and technology concepts into meaningful communication mediums, tailored and appropriate for audience, channel, etc.
Creative with strong visual communication experience (e.g., executive level presentations that tells a story with crisp graphics).
Excellent proficiency with MS Office toolsets (Outlook, Excel, Word, PowerPoint, SharePoint) and ideally other presentation mediums.
Strong interpersonal, relationship building and collaboration skills. Able to forge relationships and work effectively with diverse stakeholder groups at all levels of an organization.
Experience and knowledge of change management principles, methodologies and tools.
Acute attention to detail. Organized and ability to plan.
Self-motivated, problem solver and critical thinker.
Must be a team player.
Flexible and adaptable; able to pitch when needed to meet fluctuating project requirements.
Experience working with the lower mainland health authorities is highly desirable.
Constraints and Special Considerations:
Candidates must be located within British Columbia’s Greater Vancouver area.While some work from home may be possible, there will be project requirements for:
Ad-hoc on-site meetings
An eventual plan to return to work from office.
All contracted resources are expected to provide their own tools for effective remote work at their remote working location, including computers and mobile devices. Purchaser will not be providing equipment to external resources during the contract duration, but will provide tool and access for remote work. Consultant must have their own vehicle for travel.
Seniority Level Descriptions:
Intermediate
A Degree in Consulting Category related disciplines and a minimum of two (2) years of related Consulting Category experience; or
A Diploma in Consulting Category related disciplines and a minimum of three (3) years of related Consulting Category experience; or
A Certificate in Consulting Category related disciplines and a minimum of four (4) years of related Consulting Category experience; or
An absolute minimum of six (6) years of directly related Consulting Category experience.
