Title: Project Planning Lead
Location: Varennes, QC
The Project Planning Lead works with the Project Scheduler to develop, co-ordinate, monitor, maintain, and report on the current resource loaded schedule against the approved baseline.
Supports the project team in evaluation of plan vs schedule variance, change management, risk assessment, and scenario development.
Responsible for the delivery and reporting to meet the contractual planning and scheduling requirements and project objectives.
Duties & Responsibilities
• Apply planning and scheduling best practices and methodologies in the development and maintenance of a detailed schedule and reporting for the project.
• Understand and support the contractual deliverables for the project.
• Support the definition of the Work Breakdown Structure, Cost Breakdown Structure, and other requirements of the project controls system.
• Review in detail the documentation (execution plans, cost estimate, contract documents, etc.) to determine what is required to build the project plan and schedule. Identify areas of discrepancy or missing information in the project data.
• Support the development of the RFPs or bids to ensure that all facets of the scope and requirements for a contract are included and accurately reflected in the plan and schedule.
• Support the definition of the resource requirements based on the timing of the schedule activities and the resource allocation.
• Participate in the evaluation of the bids, including clarifications, and ranking of the bids received to check for completeness, accuracy, scope, timing, and costs.
• Conduct schedule reviews to facilitate the understanding by the project team of what is included in the schedule, what is excluded, variances to the baseline, and mitigation planning.
• Keep the back-up data and schedule current.
• Set up, monitoring, and analysis of key performance metrics.
• Propose opportunities for schedule optimization and efficient use of project resources.
• Support the change management process to assess the impacts of fully implementing any proposed changes and support decision making.
• Participate in the risk assessments to provide expertise on schedule risks, mitigations, and opportunities for the project.
• Prepare reports and analysis to support the construction team and to meet client requirements.
• Forecasting, delay and variance analysis.
• Develop recovery plan for mitigation of schedule delay and schedule risks.
• Understanding key interface points and interdependencies.
• Critical path analysis and monitoring.
• Support claims analysis and litigation as required.
• Provide information for preparation of meeting material.
• Participate in meetings (as and when required) with Project Managers, Client & Subcontractors.
• Maintain written notes and records which support project updates and record of decisions and associated actions.
• Work within the standard planning/scheduling procedures. Ensure that these procedures fulfill the requirements and develop additional project specific procedures where necessary.
• Prepare activity plans with the project team.
• Assist the project control team to establish a project performance index.
• To plan, in conjunction with the Division Manager / Project Manager to assist in the execution of projects in accordance with Corporate Policy.
• To provide technical and administrative support to the projects operations with emphasis on reporting, planning and monitoring progress, scheduling, and dealing with project change.
• Provide mentorship to junior team members.
• Meet regularly with supervisors to co-ordinate activities at project site.
• Prepare and maintain various reports on the progress of work and materials used.
• Provide support to cost control, document control and change order control.
• Provide advice for the purchase of materials.
• Maintain on-going project schedules by interfacing with Project Managers/Engineers & Subcontractors to secure progress information.
• Generate project schedules and associated resource forecasts.
• Perform resource-leveling to ensure efficient resource utilization.
Competency Requirements
• Proven understanding of project management, engineering, and construction processes.
• Strong interpersonal, communication, organization, and analytical skills.
• Knowledgeable of project controls data flow and interfaces with the estimate, including cost control and scheduling and how the interfaces are to be aligned and function properly.
• Ability to interpret and use the construction execution plan, contracts and procurement plans, and cost estimate information to support the project planning and scheduling process.
• Thorough understanding of contract types and how they are used.
• Strong strategic thinker with the ability to translate conceptual ideas into detailed execution.
• Skilled at earned value management and how to apply the methodologies to progressing and productivity measurements.
• Sound understanding of schedule integration and interdependencies between parties executing various phases of the project.
• Expert in the usage of Word and Excel to support the analysis and reporting requirements.
• Excellent analytical skills.
• Excellent written & verbal communication skills.
• Strong working knowledge of Oracle Primavera P6.
• Strong working knowledge of cost control and estimating systems.
• Initiative, motivated & self-driven to get the job done.
• Extensive knowledge of software planning tools, and Excel.
• Knowledge of project management system interfaces, i.e. Planning Tool (MS Project with In Control, JD Edwards, etc.) in order to generate and develop project management reporting requirements, capable of controlling and monitoring project progress and expectations from start to finish.
• Strong problem solving skills.
• High level organizational and planning skills
Education & Skill Requirements
• Minimum 10 years of relevant planning and scheduling experience, with minimum 5 years on the construction job site.
• Experience on projects with high risk and complexity.
• Experience in cost and schedule development and monitoring practices and procedures.
• Expertise in relevant project controls software.
• Experience in client relations.
• Bachelors’ Degree, Diploma, Designation or related;
• Membership in a professional organization (such as AACE) as a qualification as a Certified Planning and Scheduling Professional.
