PURPOSE OF THE POSITION:
As the Sourcing Specialist – Signals & Communications (S&C) and Positive Train Control (PTC) you will be accountable for the sourcing, procurement and management of all roadway S&C spend in accordance with Supply Management policies and procedures .
You will be responsible for the development and maintenance of strategic and tactical plans; the oversight of a fair and quality competitive procurement process; category and supplier management; the negotiations of all critical, complex and high spend contracts.
POSITION ACCOUNTABILITIES:
Develop sourcing plans and tactical plans for the Roadway S&C portfolio
Execute the sourcing process including the Request for Proposal (RFP) process, negotiations; contract management and service fulfillment
Lead the negotiations of contracts with suppliers
Review related sourcing compliance measurements for the Roadway portfolio and initiate required corrective action and/or communication
Initiate and coordinate cross functional review of all specifications, sourcing decisions and continuous improvement work with the appropriate agreed upon metrics
Execute supplier development process to ensure selected suppliers have a competitive opportunity to meet CPKC requirements
Maintain disclosure and procedure controls (SOX) for sourcing portfolio
Comply with CPKC purchasing policies procedures and business practices including use of ARIBA , & SAP procurement systems.
Research industry and Class I railroad trends and seek opportunities for CPKC
Maintain quarterly SM Scorecard reports and sourcing and tactical plans for review with senior management.
POSITION REQUIREMENTS:
University Degree (Business, Finance or Engineering an asset)
Broad based knowledge of railway industry (in depth technical signalling and communication experience an asset)
Good understanding of supply management and procurement techniques
Understanding of engineering services/material/equipment and application
Strong analytical skills and attention to detail
Ability to multi task and move a variety of initiatives forward at the same time
Ability to develop and deliver informal and formal presentations on portfolio specific topic and business cases in a credible and confident manner
Demonstarte strong ability to lead a cross functional team, build consensus, influence and resolve conflict

Management Conductor Program:
