Human Resource Manager
Hours of Work: 40 Hours per Week

Choices is offering a position within the Human Resources department. The Human Resource Manager will maintain and develop effective internal procedures, handle employee-related issues, support recruiting and retention efforts, and keep performance at peak levels. They will over see Recruitment and Retention, Education, new Employee Onboarding along with Labour and Employee relations.
The HR Manager will supply advice, support and leadership to all Choices Management.
Bona Fide Requirements:
Effective, positive verbal and written communication skills. Able to speak, read, understand, apply and communicate in English.
Engage in all aspects of behaviour management; be licensed to drive in the province of Ontario; obtain a Vulnerable Sector Screening Check and obtain a valid first aid certificate and other mandatory education as deemed appropriate by Choices.
Objective/Purpose of the Human Resource Manager:
The Human Resource Manager fulfills the mission and vision of the organization by ensuring compliance with Ministry of Children, Community and Social Services, Labour Board, Human Rights Code and Employment Standards Act. Will maintain and develop effective internal procedures, handle employee-related issues, support recruiting and retention efforts, and keep performance at peak levels by identifying problems, finding solutions, and nurturing job satisfaction. Acts in a consultative and advisory capacity with Directors, Management and Staff; Recruitment and Retention, Education, new Employee Onboarding along with Labour and Employee relations. Supplies advice, support and leadership to all Choices Management.
Responsibilities:
Recruitment and Retention: Responsible for developing and facilitating the design and implementation of recruitment and retention plan, while supporting efforts to ensure a diverse workforce. Will use cutting edge technology to assist with developing data driven recruitment strategies by the use of Core Competency strategies.
Education and Training: Assesses training and development needs for the organization, helps individuals and groups develop skills and knowledge. Oversees the management, coordination, documentation, and assignment of all employee training. Ensures compliance with MCCSS mandatory education requirements for all employees and Board Members. Monitors training for effectiveness.
Labour Management and Investigations: Works with Union Representatives, Managers and Business Agent ensuring compliance with Collective Agreement. Effective investigative processes and valid fact finding results. Member of Labour Management team. Address grievances and policy issues and participate in bargaining of the Collective agreement.
Organizational Relationships and Responsibilities: Have the ability to network with DS agencies and neighbouring agencies to support the advancement of individuals. Respect confidentiality, following appropriate lines of communication. Perform duties in a consistent manner with agency policies and procedures which would include but not limited to;
Work professionally and in cooperation with colleagues participating effectively as a team member.
Third Party Usage: Liaises and makes recommendations for services with temporary staffing Agencies. Monitors third party contracts and recommends strategies to reduce the use. Ensures all third party staffing is in compliance with MCCSS education requirements.
Level of Education:
Knowledge: Have an exceptional working knowledge and understanding of working with people who are impacted by barriers accessing resources in their community. Strong knowledge and ability to understand/apply the services supports to promote the social inclusion of persons with developmental disabilities, Quality Assurance Measures 299/10, Employment Standards Act, Occupational Health and Safety Act, Accessibility for Ontarians with Disabilities Act, Human Rights Code, Labour Relations Act, Collective Agreements.
