CIHR offices are located in Ottawa, Ontario; however, CIHR employees are currently working remotely from home. As pandemic measures ease over time, some positions may continue to be carried out remotely. You will have the opportunity to touch all facets of procurement. You will play a central role in supporting compliance with federal and CIHR procurement policies and processes through the daily and ongoing provision of technical advice related to the procurement, planning, preparation and issuance of RFX on complex files with risk assessment and mitigation strategies. Your expertise will be essential to provide policy interpretation advice and strategic direction to department management and staff, CIHR-wide. You will supervise staff, set objectives, provide feedback as part of the annual employee performance management process, and participate in the employee development plans.

Essential Qualifications

Education:
Bachelor’s degree from a recognized post-secondary institution in Business OR an acceptable combination of education, training and/or experience

Experience:

• Experience in supervising, coaching, and/or managing a team.
• Experience with complex procurement process including but not limited to Request for Proposal (RFPs), Request for Standing Offers (RFSO), Request For Quotation (RFQ), Request For Supply Arrangements (RFSA), TBIPS, SBIPS etc. and developing statements of work (SOW), developing mandatory and technical requirements, negotiation, evaluation of bids, contracts, debriefing.
• Experience providing expert recommendations to clients on procurement policies and processes
• Experience in participating in inter/intra-departmental committees
• Experience in delivering procurement training/webinar
• Experience to lead the preparation of reports including but not limited to Proactive Disclosure Reports

Knowledge:

• Knowledge of procurement principles, theories and methods, financial administration and reporting practices
• Knowledge of procurement and contracting instruments available such as Standing Offers, Temporary Help Services, TBIPS, PS Online, Government Electronic Tendering Services, etc.
• Knowledge of the policies, roles, responsibilities, and of governing regulations or legislation (e.g. Treasury Board, PSPC, Canadian International Trade Tribunal, etc.) including international trade agreements
