CIRO / OCRI Looking for VP, Financial and Operations Compliance at Toronto, Ontario, Canada Full Time

Status: Permanent Full-time (Hybrid)

Reporting to the Senior Vice-President, Member Regulation and Strategic Initiatives, the VP, Financial & Operations Compliance (FinOps) is responsible for the ongoing monitoring of the solvency of investment dealers and their compliance with CIRO’s prudential and operational rules.

Key Responsibilities:

• Leads compliance teams in alignment of CIRO’s Mission, Vision and Values.
• Provide strategic leadership for the Financial and Operations Compliance team.
• Including providing leadership and engagement of CIRO strategy, Public Priorities, and the execution of the department’s mandate. Provides guidance and judgment on the handling of complex issues and serious examination findings; determine appropriate course of action (e.g., remediation, Terms and Conditions, and/or Enforcement referral)
• Lead and support new and change of business applications from a financial and operations view
• Collaborates with Enforcement department to investigate potential cases of wrongdoing and dealer capital deficiencies to contain and mitigate possible customer losses
• Ensures that the audit work of members’ external auditors on filing of their annual regulatory financial statements complies with CIRO audit instructions
• Oversees CIRO’s early warning program for dealers with capital deficiencies; works closely with Enforcement to on associated matters
• Work closely with the Canadian Investor Protection Fund (CIPF) court on various matters, including but not limited to, application to appoint a trustee in bankruptcy and safeguard customer assets where a dealer becomes insolvent.
• Liaises with other Canadian regulators to coordinate efforts, and with global regulators to exchange information
• Represents the organization externally; speaks at conferences, symposia, etc.; in consultation with public affairs, responds to media enquiries.
• Works with CIRO regional leaders to ensure all aspects of the FinOps function are carried out efficiently, effectively and consistently across the country
• Ensures that staff apply rules appropriately and consistently, are adequately trained, and have opportunities for career development.
• Oversees the FinOps Department budget.
• Continuously identifies and implements improvements to streamline workflows and areas of automation. This includes leading major CIRO initiatives as appropriate.
• Works closely with Policy departments to focus policy development on key issues that are within your department’s mandate.
• Work closely with other CIRO departments to help support an overall efficient and effective organization.
• Coach, mentor, and develop succession plans for team members, including, but not limited to, direct reports.
• Leads the team to support the Compliance Integration Hub by fully participating and making meaningful contributions with results that will achieve the overall vision and strategy of Compliance.
• Oversees the department budget.

Education/Experience:

• Professional Accounting Designation, preferably a Certified Professional Accountant (CPA) with prior brokerage audit experience
• Superior knowledge of accounting principles, risk management, regulations and policies
• Minimum of 10 years relevant experience, including 5 years management experience
• Experience at an investment dealer

Key Skills and Competencies:

• Superior knowledge of CIRO rules and Canadian securities laws
• Superior knowledge of the Generally Accepted Audit Standards and International Financial Accounting and Reporting Standards
• Thorough understanding of the back-office operations of an investment dealer and EDP brokerage accounting systems used in the industry
• Familiarity with the role and operations of Canadian securities Administrators
• Strong problem-solving and critical-thinking skills to address complex issues
