At the City of Coquitlam, we have an exciting role for a Director Intergovernmental Relations to join our team. As a continuously growing municipality, we are looking for an individual with excellent interpersonal skills to join our team and expand relationships between the City and its partners in governance and community service delivery in order to continue providing excellent service on behalf of our residents. In this role, you can look forward to facilitating conversations with other government bodies and providing strategic support to both Council and our executive team. The Director Intergovernmental Relations will also oversee our Indigenous Relations and Risk and Emergency Management portfolios.
This senior leadership role provides a unique opportunity to support Council and lead staff in representing the City’s interests on the local, regional, provincial and national levels. Through building relationships with other government organizations and local First Nations this position will have an opportunity to enhance some of the City’s most important relationships. Additionally, this role will contribute to the Council decision-making process and have a seat at the negotiating table in addressing key challenges facing local governments today. Reporting to the General Manager, Legislative Services, you will be part of our Legislative Services Department’s senior management team, working closely with: the Director Legal Services, the Bylaw Enforcement and Animal Services Manager, the Business Services and Licensing Manager, and the City Clerk. This is the chance to be part of a diverse and strategic team of public service leaders. In addition to working alongside a team of other senior leaders, you will directly oversee the Risk and Emergency Manager and the Indigenous Relations Manager.
The ideal candidate will be deeply committed to ensuring strategic partnerships between the City and its key partners. Our successful candidate will possess excellent written and verbal communication skills, strong political acumen, and experience in introducing and bringing to completion sensitive and complex intergovernmental initiatives. This will be further supported a natural ability to build and maintain effective working relationships. This individual will be highly organized with a proven ability to drive forward strategic initiatives. This position will play a key role in building and strengthening relationships between various public sector bodies.
The incumbent will have a Bachelors or Masters Degree in Business, Public Policy, Public Administration and/or another relevant discipline along with a minimum of 7 to 10 years of related experience. Experience in building relationships with executive staff across various levels of government will be considered an asset. A certificate in Risk or Emergency Management or Business Continuity Planning would be beneficial. Strong understanding of, and/or experience working with, Indigenous communities in the region as well as themes related to reconciliation
Experience working within or alongside municipal teams or other public sector organizations.
Excellent interpersonal skills to provide strategic advice on critical issues that have significant community impacts.
Excellent written and verbal communication skills with the ability to negotiate, influence, and liaise effectively with colleagues, members of the public and external agencies.
Advanced analytical and problem solving skills, with an ability to interpret emerging issues.
Advanced political acumen and critical thinking skills to identify risks and leverage opportunities that can be addressed through organizational planning, creative partnerships and/or communication solutions.
Track record of success in promoting and maintaining a work environment which fosters and rewards teamwork, initiative, accountability, diversity and innovation.
Strong financial management skills (including knowledge of budgeting and accounting practices) with the ability to manage operational budgets and expenditures for the division.
Experience leading and directing staff on departmental strategies and business plan objectives.
Ability to adapt to a continually evolving environment centred around team focused, fast-paced workplace design.
An understanding of the strategic direction of the City.

The City offers a competitive salary and an excellent benefits package. This position is based in Coquitlam with some flexible, remote work options available.
