Job Description

• Monitor and evaluate the status of early learning and child development and other relevant research
• Conduct research and prepare reports and presentations in support of Human Services service and business planning, program development, monitoring and evaluations
• Collaborate with external agencies on pertinent data and issues of concern
• Identify all local sources of data and, where appropriate, incorporate these into early years planning
• Ensure collection and retention of key local historical data on early years and where appropriate, incorporate these data into early years planning
• Lead local knowledge mobilization and act as a resource in the community related to early years research and data including the Early Development Instrument (EDI) and related community measures
• Support local planning groups in disseminating results of local data collection, evaluation and planning activities
• Build capacity, awareness and understanding of early years research among community partners, and promote use of research and evaluation findings in evidence-informed decision-making
• Establish research and other appropriate community linkages to support the early years
• Ensure early years service system planning decisions are responsive to regularly reviewed community needs and priorities
• Ensure that local early years programs and services are reflective of relevant, current research and evidence
• Actively support knowledge mobilization and exchange within the early years sector to support service enhancements
• Lead the implementation of the Early Development Instrument (EDI) process
• Liaise with key stakeholders to collect and verify information
• Develop and maintain databases, spreadsheets, charts, graphs and maps of relevant data to support community planning
• Review and assess existing local reports and other relevant; creating a historical repository of information to be used to inform future planning
• Analyze ‘neighbourhoods’ in terms of school, child care, and human services related data to help determine equity strategies and determine next course of action
• Writing Standard Operating Procedures for planning and evaluation of programs
• Coordinate and chair the Data Consortium Workgroup
• Maintain contact with the human services community through committee participation, meeting attendance and other support mechanisms
• Establish and maintain linkages within the local community including Early Year Specialists, Health Babies, Healthy Children, School Boards, social planning groups, colleges, universities and independent researchers and other relevant health, development, community planning and research groups
• Support the Ministry of Education with the evaluation of the Full Day Kindergarten Programs
• Complete Ministry activities and key deliverables as identified in Service Description Schedules
• Facilitate training and workshop sessions for community partners
• Occasional travel to various work locations is required to fulfill the job duties of the position
• Perform other related duties as assigned including fan-out as part of Emergency Plan

Skills/ Education Required

• Post-secondary degree specializing in epidemiology or a related field that includes areas such as biostatistics or public health or a related field
• Certificate in GIS Applications Specialist
• Minimum 3 years related work experience researching and evaluating data and developing and preparing reports, experience with development and evaluation of Social Return on Investment Tools, experience with School Boards and the Early Learning Development Instrument
• Experience in Early Years Sector an asset
• Detailed knowledge of related municipal and provincial social service programs and legislation
• Demonstrated customer service skills at a level to develop and maintain co-operative/collaborative working relationships both within and outside the organization including coaching and effective problem solving
• Demonstrated excellence in all areas of Literacy and Essential Skills (Reading, Writing, Document Use, Numeracy, Computer Use, Thinking, Oral Communication, Working with Others, Continuous Learning);
• Demonstrated excellence in all areas of advanced data and statistical analysis
• Demonstrated presentation and interpersonal skills together with excellent verbal and written communication skills
• Demonstrated ability to contribute to and build upon a positive and healthy environment in a direct service delivery office setting
• Excellent analytical skills and the ability to fairly and objectively review decisions within the context of the Department’s mission and objectives
• Demonstrated professional and ethical responsibility to protect privacy, use confidential information appropriately, treat sensitive situations with appropriate degree of tact and discretion, and complying with all applicable privacy legislation and local policies and procedures
• Ability to professionally and respectfully manage stressful and antagonistic situations
• Excellent time management skills with the ability to prioritize workloads and meet deadlines while achieving all administrative requirements
• Demonstrated ability to work independently with minimum supervision
• Must be able to satisfy provincial security protocols
• Demonstrated proficiency in Microsoft Office, the internet, and any other related software
