City of Orillia Looking for Environmental Officer (Source Water/Storm) at Orillia, Ontario, Canada Full Time

JOB DESCRIPTION

The Corporation of the City of Orillia has an opening for the full-time position of Environmental Officer (Source Water/Storm) in the Waste Management and Environmental Compliance Division of the Environment and Infrastructure Services Department.

DUTIES

• Conduct risk management inspections and investigation services for compliance with the South Georgian Bay Lake Simcoe Source Protection Plan and the Clean Water Act.
• Work with the supervisor on stormwater maintenance planning, drainage issues and improvement opportunities.
• Coordinate with the Risk Management Official(s) (RMO) on risk management activities and compliance, and act as a Risk Management Inspector (RMI).
• Research new equipment, methods and procedures.
• Provide inspections and report to supervisor as part of the Enviro-Save program.
• Perform laboratory analysis on stormwater samples / submit sample to outside laboratories, using Standard Methods or established procedures.
• Participate in the education and outreach development and distribution for source protection and stormwater management.
• Maintain, calibrate and catalogue specifications for instruments and equipment.
• By-law enforcement for Sewer Use By-law and Noise By-law.
• Properties file investigation and enforcement (pollution prevention, Phase 1, Phase 2).
• Prepare reports and attend court appearances.
• On-call and standby duties required (30 minute response for on-call/standby).
• Assist with and oversee the delivery of field operations of the City’s ditching program.
• Cross train and provide support for all Environmental Officer functions including Wastewater Treatment Centre laboratory support, environmental monitoring, industrial and property inspections, stormwater pond maintenance, spills assistance, public education outreach, etc.

Qualifications

• Minimum three-year community college diploma with three-year technologist diploma being preferred.
• Ministry of the Environment and Climate Change for Property Entry and Risk Management Official / Risk Management Inspector course completion is an asset.
• Knowledge of hydrology, engineering practices for stormwater management systems, South Georgian Bay Lake Simcoe Source Protection Plan policies, Clean Water Act and Environmental Protection Act.
• Excellent communication, report writing, organization and public relation skills.
• Working knowledge of MS Office applications, including Word, Excel, e-mail and the internet.
• Working knowledge of ArcGIS, stormwater modelling software, MS Office applications, including Word, Excel, e-mail and the internet.
• Possess a valid class ‘G’ Ontario driver’s licence with an acceptable driver’s abstract.
• Excellent record keeping skills in a regulatory enforcement capacity.
• An acceptable Criminal Record Check is required for this position prior to the commencement date, at the incumbent’s expense.
• Exterminator Licence for Mosquito/Biting Flies for West Nile Control.

Compensation for this position is $26.81 to $30.78 per hour for a 40-hour work week, plus a comprehensive benefits package. Interested applicants are invited to submit their application by March 25, 2024 at noon.
