The mandate of the Rail Construction Program is to transform, develop, grow and sustain Ottawa’s Light Rail Transit Systems as a component of the City of Ottawa’s overall transportation and mobility strategy.
The Program Manager is responsible for overseeing the delivery of Stage 2 Light Rail Transit (LRT) project Civil and Guideway components for both the Confederation Line east and west, and Trillium Line south extensions, including the construction of roadways, structures, pedestrian facilities, guideway, and other related civil structure construction.
The Program Manager will lead a large cross-functional team to ensure that the business needs and outcomes of the project are satisfied and will demonstrate expert understanding of P3 projects and risk management in the design and construction of large-scale infrastructure projects. The role will include planning and managing the day-to-day delivery and operations of the Rail Construction Management programs and services.

You are also responsible for managing the unit’s human (including contracted services) and financial resources, and stakeholder and partner relationships.
Completion of a 4 year university degree in Engineering or Applied Science
Minimum of 7 years of related experience in engineering design on a LRT system, rail and or heavy construction related infrastructure projects, including a minimum of 3 years of project responsible in charge experience, and a minimum of 2 years in the management of human resources
