Position Summary
This position is responsible for performing highly skilled journeyman mechanic duties in a lead capacity within the Transit Fleet Maintenance Branch. Responsibilities include all maintenance repair to the transit bus fleet and equipment. This person reports to the Supervisor, Maintenance & Equipment and assists in supervising and organizing activities within the Branch. This position will be required to perform superior duties of the Supervisor, Maintenance and Equipment position, in their absence.
Note: May be required to work varying day/evening shifts and weekends. Duties & Responsibilities
Performs all duties and responsibilities of the Journeyperson technician classification. Interim acting for the Supervisor, Maintenance & Equipment is included in this position.
Functions in a lead capacity in directing and overseeing the activities of the work unit including preparing labour and cost estimates, monitoring status and quality of repair work.
Provides advice, training and supervision of trades staff and apprentices ensuring work assignments are completed in accordance with department guidelines and policies; participates in hiring and performance management activities.
Assists in organizing shop activities, directs and ensures availability of labour, space, materials, parts, equipment and supplies to accomplish assigned work orders and projects.
Assists in monitoring, maintaining and assessing work processes for the purpose of improving the efficiency, effectiveness and safety of the work unit.
Identify and recommend changes and improvements to maintenance plans, programs, procedures, materials, parts, equipment, tools, staffing and work schedules.
Inspects work in progress and upon completion for adherence to work orders, plans, specifications, diagrams, and/or blueprints.
Performs various record maintenance duties including work orders, materials and supplies utilized, cost estimates, labour required, maintenance logs, etc.
Acts as technical advisor for shop issues including handling requests for service and providing technical advice and guidance to internal and external clients.
Promotes, enforces, and follows regulations and policies related to safe work practices, policies and regulations.
Performs related duties as required. Knowledge, Skills & Abilities
Knowledge of applicable Federal, Provincial, and City bylaws, policies, procedures, and legislation, including the Highway Traffic Act, Transport Canada Acts and Regulations
Extensive knowledge of the methods and skill in the use of tools and equipment utilized in the repair/maintenance of Transit Fleet Maintenance vehicles and equipment.
Excellent customer service and demonstrated communication skills.
Demonstrated supervisory, leadership and project management abilities to plan and organize operational projects, activities, resources and staff.
Demonstrated ability to listen, understand and respond to inquiries/concerns both verbally and in written form, in an acceptable, sensitive, positive and respectful manner.
Ability to prevent and resolve conflict, establish and maintain effective working relations with others.
Ability to follow and adhere to all safety regulations, policies and procedures as set out by the department.
Knowledge of the occupational hazards and safety precautions of the trade and ability to work safely with a variety of tools and equipment in the presence of multiple trades people.
Knowledge of the standards and methods of quality control.
Ability to operate computer equipment and office productivity software including standard City of Regina software programs such as Microsoft Office and M5 Operating System.
Ability to perform medium to heavy work requiring lifting of materials, tools and equipment weighing up to fifty pounds; capacity to work in awkward positions.
Ability to understand and execute oral and written instructions.
Ability to effectively supervise, lead, train, and evaluate assigned staff following City of Regina performance management processes and practices. Education & Experience
Completion of Journeyman’s Certificate in Heavy Duty Repair, Truck and Transport Repair or Agriculture Equipment Technician.
Completion of Achievement in Business Competencies (Blue Seal) Program
Three (3) to five (5) years’ experience in the maintenance and repair of heavy-duty diesel equipment and gasoline equipment, heavy-duty automatic transmissions and related accessories of electric, hydraulic, pneumatic and electronic nature. Some knowledge of plumbing, heating, and electrical procedures is required. Supervisory experience is required.
Candidates must participate in training and be willing and able to complete recognized certification programs and courses to perform work and maintain status. Working/Other Conditions

Must possess a valid driver’s license and a First Aid Certificate.
