Position Summary
This position performs the duties and responsibilities related to a centralized purchasing function. This position reports to the Coordinator, Purchasing. Duties & Responsibilities
Provide authorization for purchases of goods and services within delegated purchasing authority limits.
Prepare and issue competitive bidding documents for goods and services, including sale of surplus assets, within delegated purchasing authority limits.
Review bid submissions, evaluate, and award competitive purchases, including sale of surplus assets, within delegated purchasing authority limits.
Assist with the assembling of competitive bidding documents, bid summaries, and award documents for senior purchasing staff.
Prepare documents, distribute, and summarize offers and final notification for sale of surplus assets.
Monitor purchases for corporate supplies/service contracts.
Verify and authorize the release of invoices on hold.
Close out purchase orders and blanket order releases.
Ensure the timely entry of requisitions, blanket order releases and receiving documents as required.
Assist in the distribution of competitive bidding packages in accordance with policy.
Assist with the Corporate Purchasing Card Program which includes but is not limited to card issuance, monitoring, reporting and communication with our card holders and the Bank
Administrative office functions including but not limited to direct payment, procurement of office supplies, cash receipts, mail distribution, parking requests, records management/filing, and other related administrative responsibilities as assigned.

Ability to use computerized purchasing systems and word processing, spreadsheet and database software applications.
Knowledge of the principles and practices of centralized procurement
Knowledge of the laws, regulations and trade agreements governing City of Regina purchasing practices. Knowledge of the competitive bidding process.
Knowledge of the various Tax Acts and of their application to purchasing transactions.
Knowledge of the types, characteristics and supply sources of commodities and services commonly required by municipal government.
Familiarity with the use of commodity codes and computerized inventory systems.
Ability to interpret and analyze technical data related to clients’ specifications and descriptions of goods and services , and to exercise sound judgement in arriving at conclusions.
Ability to establish and maintain effective working relationships with internal and external stakeholders.
Ability to communicate verbally and in writing with clients and vendors.
Ability to use a computerized Purchasing System.
Knowledge of the organization, policies and regulations of the City of Regina
Ability to prepare and maintain accurate records and reports. Education & Experience
Typically, the knowledge, skills and abilities required for this position are obtained through completion of grade twelve (12) or equivalent, coupled with standard commercial courses and four (4) years progressively responsible experience in an office environment performing administrative support functions for a Purchasing environment or equivalent. Experience with advanced word processing, spreadsheet and database experience is required. A typing speed of 50 wpm is essential.

Typically, the knowledge, skills and abilities required are obtained through completion of grade twelve (12) or equivalent and courses and seminars from the Supply Chain Management Association (SCMA) Supply Management Training Program combined with three (3) years’ experience in an automated purchasing environment. Experience with word processing and spreadsheet applications is essential. Working/Other Conditions
This position may specialize in specific responsibilities as assigned; however, they will at times be required to assist or relieve the Purchasing Agent in different areas of responsibility and must be prepared to become familiar with all functional aspects of this classification.
