Reporting to the Manager of Business Services in the division’s General Manager’s Office, the successful incumbent will support the continued transition with the Housing Secretariat division (the Housing Delivery Framework Transition) with emphasis on organizational rebranding, including redefining the mandate and function of the division. The role will also support initiatives related to the Organizational Development function in the division.

Major Responsibilities:
This position will be responsible for working with internal and external stakeholders, staff, and corporate partners to lead the process to redefine the division’s focus and rebrand the division’s public facing brand.

Engage key stakeholders such as divisional Unionized and Non-union staff to support the review and refresh of SSHA’s Vision, Mission and Values and organizational structure

Support the Housing Secretariat and Shelter, Support and Housing Administration Divisions’ transition as part of the implementation of the Housing Delivery Framework

Implements detailed transition plans and recommends policies/procedures regarding program specific requirements while supporting divisional culture building and organizational development through various projects and initiatives

Participates in significant change management strategies and designs, implements, monitors and reviews the associated change management process with the division.

Conducts research within the Human Services and Organizational Development areas, ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.

Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.

Builds and manages relationships with divisional teams and staff working groups, committees and external groups to coordinate projects associated with various initiatives related to Organizational Development, including employee engagement and recognition programs

Assures delivery of business support and workforce planning services and programs to achieve corporate plans and the divisional strategic outcomes.

Develops and implements strategically focused, customer service centered business support, workforce planning and organizational development strategies for the division. Provides leadership and strategic direction on the analysis of human resources issues, short and long term planning, and the development of related policies and procedures.

Provides the systematic and timely gathering and analysis of workforce intelligence on a diverse range of staffing requirements for current and future implications to serve as a basis for resource strategy options and plans.

Promotes and creates innovative, measurable business solutions in the area of workforce management planning, specifically supporting organizational excellence through the development and implementation of a workforce plan to modernize critical human resource systems and increase compliance, such as management of the various automated programs to ensure compliance with the City’s program, and divisional Staff Development Programs.

Builds collaborative working relationships with internal and external stakeholders to advocate for and establish mutually beneficial workforce planning/organizational development strategies.

Maintains awareness of the City of Toronto’s Confronting Anti- Black Racism action plan, Reconciliation Action Plan and SSHA’s Meeting in the Middle Engagement Plan.

Develops tools and resources for divisional management in order to advance in human resource management and ensures that resources and tools are current, accessible and standardized for consistency

Supports unit Manager with the preparation of reports requested by senior management in regards to human resources allocations, including recommendations to senior management.

Key Qualifications:
Experience in Human Resources with considerable change management skills.

Experience in development of human resource programs, evaluation and analysis, and facilitation of workforce development programs.

Advanced consultation and advisory skills with the ability to work at all levels of the organization in assessing organizational needs and developing and implementing effective programs and strategies.

Effective communication (both written and verbal); interpersonal skills, analytical and conflict resolution skills.
