Toronto Water is the City of Toronto division responsible for all aspects of drinking water treatment and supply, wastewater collection and treatment, and stormwater management. The Division’s six business sections manage a large number of facilities and assets across the city, including treatment plants, pumping stations, water and sewer mains, laboratories and yards.
As a Business Management Analyst within the Strategic Planning and Workforce Development unit, you can play a key role in delivering on the Division’s mandate by providing client-driven, pragmatic and value-added advisory services and support through a diverse range of projects focused on business, technology, financial, policy, operational, performance and risk management solutions.
Reporting to the Senior Analyst, Strategic Planning and Workforce Development, you’ll be involved in a wide range of activities and services regarding business and technology planning, process design, project management, continuous business and service improvement, financial and performance measurement, benchmarking, resourcing, feasibility, and strategic recommendations and solutions for management.
A vital analytical and strategic role in the water and wastewater field
Leveraging your considerable strengths as an analyst, you’ll initiate and conduct industry and business research and analysis applicable to developments within the water and wastewater field, corporate policies and practices, legislation and initiatives by other levels of government. We’ll rely on you to document, map, analyze, design and re-engineer business processes to improve efficiency of operations and programs, and conduct feasibility studies and financial analyses to assess and integrate processes, technologies, and business requirements, and measure the cost and effectiveness of service delivery solutions, projects and programs. You’ll also develop and manage strategic business and operational planning activities, such as developing and writing detailed business cases, performance reports, and service delivery plans that support budget and resource allocations and/or recommend changes to programs, policies and procedures.
Building relationships and delivering solutions in a multi-stakeholder environment
Collaborative in approach, you’ll shape and define projects and initiatives in consultation with clients and stakeholders to determine the terms of reference, objectives, scope, methodology, activities, schedule, resource requirements, monitoring and performance measurement to be employed. You’ll also facilitate, coordinate and support internal and cross-divisional working groups, committees and ad-hoc work teams, in order to improve communications, build and manage co-operative relationships, coordinate efforts, and deliver projects and solutions.
Sharing knowledge and driving best practices
Committed to maintaining an awareness of current trends, practices and directions in both the professional business world and the water and wastewater marketplaces, you’ll apply management concepts and techniques, including best practices, and recommend their implementation where appropriate. Through participation in senior-level management meetings, you’ll gain a further understanding of the issues impacting Toronto Water, present findings, assess implications and viability of alternatives, and provide recommendations. You’ll also liaise and consult with Toronto Water and other City staff to gather sufficient knowledge of City and divisional operations, programs and services to ensure the achievement of objectives, compliance with applicable policies and legislation, and adherence to sound management principles and practices.
Providing results-focused team leadership
Experienced in all phases of project management, you’re ready to coordinate and/or provide direction to a team of staff as well as manage assigned projects, ensuring effective teamwork and communication, and high standards of work quality and organizational performance, and promoting accountability and continuous learning. It will also be your job to ensure that project expenditures are controlled and maintained within approved budgets.
Given this background, you bring extensive analytical and problem-solving skills, enabling you to perform data analyses and develop creative solutions, options and recommendations for complex operating, technology and service delivery issues in support of decision-making. At the same time, you’ve developed the communication skills needed to prepare clear, concise written reports, deliver effective presentations, and effectively communicate findings, conclusions and complex information in an understandable way, together with research abilities and familiarity with data extraction and analysis methods and tools.
This is a role for an exceptional negotiator and relationship builder with interpersonal, organizational and conflict resolution skills, able to work in a multidisciplinary environment, demonstrate sound judgment and deal with senior management on complex and sensitive issues, and handle matters of a confidential and/or sensitive nature as it relates to Council and other senior staff.
On a more operational business level, you understand the budget process and various financial systems, and can develop, evaluate, negotiate and administer large-dollar shared services, partnership and/or alternative service delivery agreements, procurement documents (RFP/Q/EI) and contracts. You’re also proficient in using spreadsheets, databases and other software tools and applications for presentations and graphics, project management, business modelling, and fiscal and statistical analytical packages.
Lean or Six Sigma and Project Management certification or accreditation will be viewed as an asset.
