We are looking for a Business Programs and Solutions Specialist (Full Stack Software Specialist) to join our award-winning solution development team with Toronto Children’s Services. You will join a tight-knit, cross-functional team of technology professionals, who work together to achieve digital transformation for the City of Toronto and its residents.

You will be responsible for leading the design and implementation of end-to-end IT business solutions, using Java, Full Stack technologies, and Cloud Computing techniques. You will also provide leadership, guidance, and supervision to team members, and manage the implementation of technical solutions that support the Division’s initiatives.
Working with Product Owners or Project Delivery Managers, you will lead the design and development of full-stack solutions to meet changing business needs. This role will have you lead the team through the application development life cycle, contributing to and reviewing, user stories, acceptance criteria, and acceptance test scenarios; participate in Agile planning, daily Scrum, Sprint review, Backlog refinement and Retrospective sessions; develop business rules and logic and data access logic; and perform analysis and design duties, as well as programming, data modelling, scripting, testing, documentation and deployment preparation.
You will play a leadership role in software engineering, ensuring that developed solutions are highly functional, secure, performant, integrated and sustainable. Team members will look to you for your judgement and expertise in industry trends and practices, including areas such as Agile development, software methodologies, coding frameworks and tools, quality practices, automated testing, design and code reviews, and DevOps continuous integration and deployment. As a lead, you will supervise, motivate and train assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, and continuous learning, and encouraging innovation.
You will be part of the extended community of technology professionals at the City of Toronto, including those in other divisions and in corporate areas, such as Technology Services and the Office of the Chief Information Security Officer. You will work with this community to both align with, and influence, future directions at the City. Children’s Services is often one of the first groups to do pilots or proof of concepts of new technologies at the City, and you will participate in this ground-breaking work.
As a Business Programs and Solutions Specialist (Full Stack Software Specialist), you will be exposed to various aspects of the role: hiring of talent, working with vendors, assisting in preparing RFPs and RFQs, and participating in technical solutions selections. You will work with a diverse range of technology professionals, and attend training and conferences in order to influence our solutions with industry trends and directions.
You will lead various stages of projects and project teams, members and resources, and collaborate closely with Project Managers, Stakeholders and Business Units. Not a stranger to project management methodology, you will prepare business cases, project charters, concept documentation, project plans and related materials that contribute to critical divisional initiatives. You will ensure successful delivery of solutions through proper coordination, resource management, quality assurance, contingency measures and risk solutions, while leading the definition and evolution of the integrated change management process. We will also rely on your input into the assigned budget, to ensure that expenditures are controlled and maintained within approved budget limitations.
Your process improvement skills will help you create business solutions that transform the delivery of civic and municipal services to Torontonians, and City clients and staff. This role will provide you with an opportunity to continuously improve the service delivery, and adopt new approaches and technologies. Ensuring effective relationships with business leaders and stakeholders, together with your team, you will generate ideas, prototype options and improve the service and experience for the clients.
