Job Summary:
Reporting to the Director, Parks Planning and Director, Capital Design and Delivery, the Policy & Project Advisor will effectively manage issues, policies, communication priorities and projects for the PFR Branches working collaboratively with all work units and the division.
Major Responsibilities:
Develops, reviews and implements internal communication and staff engagement plans including annualized communication plans, memos of direction, etc.
Recommends policies, procedures and guidelines regarding program specific requirements to ensure compliance with Council, Corporate and Divisional Directives, and provides pertinent information to staff regarding policies, procedures, research, FAQs, etc.
Ensures that all staff reports are appropriate and accurate before processed through to Committees of Council and City Council.
Assesses current practices, protocols and performance measures, and makes recommendations to improve operational efficiencies and audits yearly compliance requirements of established program areas.
Prepares and drafts briefing notes, presentations and reports on emerging issues, requests for information, and reports for presentation to senior management, standing committees, partners, and Council for strategic decision making.
Manages, tracks, assesses and assigns all Freedom of Information and media requests, monitors public and politically sensitive issues, implements actions for satisfactory resolutions, and complete relevant follow-up action with respect to public relations activities and communications to ensure effective investigation and provision of information.
Identifies and consults stakeholders and subject matter experts for input and advice, and prepares correspondence and reviews staff reports on behalf of the General Manager & Directors to members of the public, Members of Council, Council Committees, staff and other divisional staff in a timely manner.
Liaises with the Ombudsman, Auditor General, divisional and city staff to resolve various issues and ensures quality customer service by providing timely, cost effective and optimum delivery of services.
Provides strategic support for the development and implementation of the division’s issues management processes within the corporate framework including effective strategies to respond to, manage and track a broad range of divisional issues and critical occurrences.
Provides support with on-going strategic planning, priority setting and development of branch annual work programs, city-wide service direction, functional standards, policies and procedures, in consultation with other City divisions, government agencies and community stakeholders.
Conducts research and investigation into assigned areas, ensuring that such research takes into account developments within the field, corporate policies and practices, legislation, City by-laws, and initiatives by other levels of government.
Identifies opportunities for integration of projects and initiatives to achieve maximum effectiveness by examining all ongoing communication projects and initiatives.
Provides support in the development and implementation of divisional templates, tools and annual communications and marketing plans.
Maintains accurate inventory of basic information on the division such as number of staff, parks, facilities, playgrounds and pools, ensuring information is available to answer media inquiries and public concerns.
Cultivates effective working relations, represents the branches and divisions as a subject-matter-expert and consults with Members of Council and their staff, internal and external stakeholders, other divisions and members of the public on community and project committees, programs, services and in cross-divisional strategic planning and activities.
Works collaboratively with branches within the Parks, Forestry and Recreation (PF&R) Division and other divisions, in the form of information sharing, planning modules or Service Level Agreements, to ensure a high level of service to residents.
Manages a high volume of work in a fast paced environment requiring independent decision making and significant judgement and experience managing issues.
Act as the project lead for all assigned and special projects.
Key Qualifications:
Post-secondary education in Public Policy and Administration, Public Relations, Planning or a relevant discipline or equivalent combination of education and/or experience. Experience in the public sector would be an asset.
Considerable project management experience handling multiple diverse projects in a deadline driven environment.
Considerable experience in issues management, public relations, media relations, internal staff communications, stakeholder relations and monitoring key strategic partnerships.
Considerable experience in preparing and presenting related correspondence to all levels of government, stakeholders and the public through a variety of platforms.
Extensive knowledge of municipal operations, Committee and Council proceedings, collective agreements, City guidelines, policies, municipal bylaws, and relevant legislation including Employment Standards Act, Human Rights Code and Occupational Health & Safety Act, AODA, and a general understanding of issues facing divisions and the City.
Ability to take initiative and work independently to meet deadlines, and function as a strong team player in fulfilling the branches’ and the division’s goals.
Excellent presentation skills and outstanding writing, editing and communications skills with the ability to structure and present information clearly, concisely, and logically, to both internal and external stakeholders, through a variety of communications platforms, while ensuring corporate branding and messaging.
High degree of judgment, political acumen and discretion; ability to analyze, problem solve and mediate complex situations with multiple stakeholders; strong networking and relationship building skills; and ability to handle matters of a confidential/sensitive nature as it relates to Council, senior staff, management and unionized employees.
Ability to identify needs; conduct research and interview subject matter experts to develop communication materials, produce concise reports, and responses to queries; and initiate, coordinate, make recommendations and manage the implementation of solutions in response to corporate/division issues developing resolution focused actions. Outstanding attention to detail without losing sight of the bigger picture.
Ability to thrive in a highly demanding, rapidly changing and very creative environment with frequent and competing priorities and deadlines and multiple tasks.
Proficient in a variety of computer platforms, including: MS Office, SharePoint, Excel, Outlook, PowerPoint, Web-Ex, Slido, internet/intranet technologies, digital asset management systems and various databases
