Job Description
Reporting to the Manager of Stakeholder and Community Outreach within the Policy, Planning and Outreach section of the Solid Waste Management Services (SWMS) Division, the Project Lead will be responsible for activities related to communications, engagement, consultation and outreach.
Major Responsibilities:
Implements detailed plans and recommends policies/procedures regarding program-specific requirements.
Conducts research into assigned area, ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
Leads divisional projects pertaining to policies, procedures, strategic direction, etc., as it relates to implementation of the Division’s annual Communications, Engagement, and Consultation & Outreach Plan.
Prepares responses, project plans, reports, presentations and status updates on behalf of the Manager and for senior staff.
Develops training course material, conducts training and provides presentations, as required, to various levels of internal and external management/stakeholders.
Provides input, guidance and technical expertise in the development of communications, engagement, consultation and outreach initiatives.
Collects, analyzes, evaluates and interprets information/findings to develop recommendations for improvement to existing divisional projects, operating procedures, policies and services.
Provides input into, and assists with the administration of, project budgets, ensuring that expenditures are controlled and maintained within approved budget limitations.
Represents Solid Waste Management Services on various Committees and working groups.
Ensures project benchmarks, deliverables and standards are controlled, maintained and received within the terms of various goods and services agreements.
Prepares staff reports to Committees and purchasing call documents such as Request for Quotations and Request for Proposals related to services or goods required by the Unit.
Provides work direction to project team members and support staff, ensuring effective teamwork, high standards of work quality and organizational performance, and continuous learning and encouraging innovation in others.
Liaises with members of the public, contractors, City divisions, districts and elected officials to address and resolve issues related to waste diversion programs.
Conducts site visits to evaluate diversion progress and provide expert customer service consultations in waste diversion.
Conducts site presentations to customers to educate on, and promote participation in, diversion programs.
Coordinates, implements and develops tracking tools for projects in the area of communications, engagement, consultation and outreach programs.
Ensures excellence in customer service.
Key Qualifications:
Post-secondary education in Public Policy and Administration, Business Administration, Environmental Sciences/Studies, Planning or another related discipline, or an equivalent combination of education and experience.
Considerable experience in public education, outreach, and/or communications.
Considerable experience as a fully accountable project leader, coordinating multiple and diverse project plans, priorities, and stakeholders, monitoring project timelines and expenditures, and providing contract management oversight where required, with demonstrated success.
Considerable experience utilizing project management tools for planning and implementing complex projects, correspondence, Council reports, policies and procedures.
Considerable experience conducting research, and analysis, interpreting large volumes of data and summarizing findings into reports and presentations for senior management.
Experience supporting team members, and providing work direction, guidance and support to staff.
Ability to work both independently and as part of a team, and in collaboration with a wide range of stakeholders/subject matter experts.
Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity and respectful workplaces.
Ability to exercise political acumen, sound judgment and discretion in dealing with confidential operational matters.
High degree of conceptual ability and capacity to develop creative solutions to development of policy and programs, refinement of existing processes and procedures, and evaluation of problems.
Excellent problem-solving and decision-making skills, with the ability to handle and resolve difficult situations in a professional manner.
Excellent report-writing, communication (oral and written), presentation and conflict resolution skills.
Proven track record of solid internal and external relationships and strong leadership capacity.
Proficiency with a variety of computerized office systems, including MS Office (i.e. Word, Excel, PowerPoint, Outlook), database software packages, and digital meeting and collaboration tools.
In-depth knowledge of Solid Waste Management Services issues and initiatives is an asset.
Knowledge of Ontario Statutes, including Occupational Health and Safety Act and Regulations, the Collective Agreements and related Labour legislation.
Knowledge of government structure, policies and decision-making processes is an asset.
Availability to work weekends and afternoon/night shifts at times.
