We are looking for 2 Senior Financial Analysts with strong accounting and analytical skills to join City of Toronto’s Housing Secretariat Division. Reporting to the Manager, Finance and Business Services, you will work as part of a team of Senior Financial Analysts to:
Develop and monitor the Unit’s annual subsidies budgets (social housing, purchase of service shelters and community grants):
Create subsidy budget scenarios based on historical financial data and assumptions about future revenues and costs utilizing the unit’s financial management software;
Monitor subsidy expenditures and compare within approved budget limitations by preparing monthly variance analyses between budget and actual subsidies flowed;
Complete financial data modeling and analysis of revenue and expenditures of service providers to identify issues that may affect short and long term costs for the City of Toronto;
Complete financial data modelling of the impact of changes in input factors such as interest rates, revenue mix, revenue growth and operating cost escalation on the short and long term cost of social housing;
Develop comprehensive reports on financial transactions and trends including their impact on program subsidies and funding.
Lead the Unit’s subsidy payments and year-end reconciliation processes:
Oversee review and analysis of subsidy requests, additional funding requests and year-end financial reports received from housing providers;
Use thorough understanding of financial accounting and reporting to make recommendations to Housing Consultants and Housing Stability Services’ management;
Oversee monthly subsidy payment processes to ensure that all transactions are appropriately completed and documented in a timely manner ensuring the subsidy payments are free from error and made on a timely basis;
Evaluation and preparation of comprehensive financial analysis of service provider financial statements to evaluate financial performance and stability of the organization, and making recommendations to Housing Stability Services staff and management regarding their financial status and viability and compliance with program requirements.
Actively contribute to financial oversight and analysis requirements:
Complete financial analyses and make recommendations to management including cost/benefit analyses, assessments of traditional and non-traditional financing arrangements and review of business cases;
Build an in-depth knowledge of program guidelines of federal and provincial funding sources and provide recommendations on appropriate program funding and reporting models;
Complete financial research and analysis and participate in policy formulation;
Review and assess risk management activities, processes and trends and make recommendations to ensure that risks to the City are minimized;
Develop, document and implement effective business processes;
Monitor operations for opportunities for improvement and maximization of use of resources.
Supervise assigned staff:
Responsible for performance management, motivation and training to promote effective teamwork, high standards of work quality and organizational performance, continuous learning and innovation;
Responsible for the planning and organization of assignments to achieve objectives and tight time schedules.
Key Qualifications:
Post-secondary education in Business Administration or Accounting combined with relevant experience or an equivalent combination of education and experience.
Considerable experience working in a complex accounting environment with responsibility for data analysis, budgeting and financial planning, and financial statement (or report) preparation.
Considerable experience with database applications, accounting systems, and spreadsheet, presentation and word processing applications.
Experience managing complex projects from planning to implementation.
Experience leading staff in a supervisory role (e.g. providing work direction, training, evaluating and motivating staff).
Auditing experience is considered an asset.
Possession of a CPA designation would be an asset.
Excellent written communication skills with the ability to convey technical financial issues in a clear and concise manner.
Excellent verbal communications skills with the ability to participate and lead in one-on-one and small group settings.
Excellent interpersonal skills with the ability to develop and maintain effective working relationships with other staff, senior management and staff at other organizations including non-profit service providers, other municipal governments, and Federal and Provincial government ministries.
Excellent analytical skills to conduct detailed research, create reports and present findings.
Superior problem solving and conflict resolution skills to identify, create solutions to, and resolve issues and/or conflicts independently.
Familiarity with legislated Occupational Health and Safety requirements.
