The Indigenous Affairs Office (IAO) is seeking a strong Indigenous leader who will contribute to achieving objectives of the IAO, including supporting divisions in their work with First Nations, Métis and Inuit, strengthening the City’s relationship with Indigenous communities and advancing truth, justice and reconciliation in the City of Toronto.
Specifically, this role will lead the City of Toronto’s response to the Calls for Justice from Reclaiming Power and Place:
The Final Report of the National Inquiry into Missing and Murdered Indigenous Women and Girls .
This critical work emerges from efforts led by Indigenous leaders and communities, as well as efforts begun by City staff to better reflect the City’s commitment to truth, justice and reconciliation.
An important part of this role will be to facilitate action on initial recommendations from community (ex. long-term and adequate funding, anti-racism education and training, access to land for ceremony and healing, meaningful participation in decision-making), while continuing to work with community on the City’s response to the Calls for Justice from Reclaiming Power and Place: The Final Report of the National Inquiry into Missing and Murdered Indigenous Women and Girls (https://www.mmiwg-ffada.ca/final-report/) .
As a Senior Project Manager, Indigenous Affairs, you will work in an environment where your community engagement and leadership skills will drive your ability to shape and advance the direction of the City’s response to the Calls for Justice. What will you do?
Work closely with urban Indigenous communities, treaty and territorial partners, and City divisions, agencies, boards and commissions to develop and manage complex initiatives related to MMIWGT2S.
Lead, develop, monitor, evaluate, and implement detailed plans for complex, large scale programs, and recommend policies regarding MMIWGT2S.
Work closely with First Nations, Inuit and Métis communities to ensure they inform implementation, recommendations and accountability measures and evaluation.
Provide project management and strategic advice to deliver projects and programs in a complex municipal environment. Coordinating inter-divisional programs, including program development, resource allocation, monitoring service standards and delivery levels.
Anticipates and analyzes organizational impacts of emerging MMIWGT2S activities; recommends and coordinates innovative corporate solutions using conflict resolution and negotiation skills, to successfully manage sensitive and controversial matters, especially as it relates to Indigenous engagement
Creates and manages interdisciplinary and interagency teams and consultation processes to expedite the delivery of MMIWGT2S related projects while addressing political, community, business and Indigenous interests
Negotiates and coordinates with both internal and external stakeholders on various committees and provides advice to community groups.
Negotiates and manages interagency operating and service agreements, memoranda of understanding, legal agreements and legislation, in coordination with City Legal and other divisions and Indigenous partners.
Project manages information and action requests from Council, including preparing Council reports and briefing materials on funding, business and infrastructure planning, financial and contract management, land valuation, governance, legislative compliance, legal agreements, Indigenous governance and other related matters.
Works effectively and independently with City Councillors, staff and all City divisions, including senior management and Division Heads, citizen groups, businesses, individuals, property owners and other stakeholders, as required, on behalf of the City to achieve and implement program and policy objectives.
Facilitates requests from elected officials and the public and generates a range of options for programs and policies, assessing the implications and feasibility of these options and recommends viable solutions and implementation strategies for various projects.
Supervises the work of multidisciplinary and inter-divisional project teams, ensuring effective teamwork, high standards of organizational performance, continuous learning and innovation, incorporating Indigenous knowledge and protocols whenever possible.
Conducts research related to MMIWGT2S, ensuring that Indigenous ways of knowing, Indigenous research methodologies, developments within the field, corporate policies and practices, legislation and initiatives by other levels of government are considered.
What do you need to succeed?
Lived experience as a First Nations, Inuit or Métis person, and experience working with Indigenous Peoples, communities, and/or organizations in an urban environment.
Experience and knowledge of MMIWGT2S, the National Inquiry report and related advocacy.
Post-secondary education in a professional discipline pertinent to the job function, including areas such as Indigenous governance, Indigenous studies, Indigenous social work/public health, planning, engineering, business, finance, economics, accounting, combined with relevant project management experience, or an equivalent combination of education and experience.
Extensive experience working with internal and external stakeholders, while balancing political and community interests including urban Indigenous and Treaty and territorial partners.
Considerable experience delivering complex projects, from inception to implementation with minimal direction, particularly those involving Indigenous communities.
Considerable experience with research methodologies and long-range broad-based policy formulation.
Ability to use critical thinking and analysis to develop creative solutions to complex problems and incorporate Indigenous perspectives into this thinking.
Ability to build, lead, and provide guidance to multi-disciplinary teams.
Excellent verbal and written communication skills, with an ability to communicate with a broad range of rights holders, stakeholders, senior management and political representatives.
Demonstrated proficiency in conflict resolution in complex, multi-stakeholder and rights-holder situations.
Familiarity with and the ability to appropriately apply City processes, policies, and applicable government legislation.
