Job Description
Transportation Services Project Design and Management section is seeking Transportation Engineers for the analysis, design, implementation and contract management of complex multi-modal quick build and civil reconstruction capital projects across Toronto. In these positions, you will help to shape the future of Toronto’s streets with a focus on active transportation, safety and comfort to create a more livable, equitable and resilient city and keep Torontonians moving safely.
The Project Design and Management Section undertakes a variety of projects across four units:
Cycling and Pedestrian Projects – Accountable for the integrated design and delivery of cycling and pedestrian infrastructure including new sidewalks, and on and off street bikeways.
Major Projects – Accountable for the oversight and design of major transportation infrastructure projects mainly through the Municipal Class Environmental Assessment and preliminary design process.
Neighbourhood Projects – Accountable for the integrated design and delivery activities related to neighbourhood projects and programs such as StreetART, neighbourhood scale streetscape improvement and safety projects, and wayfinding
Vision Zero Projects – Accountable for integrated design and delivery of programs and projects related to the City’s Vision Zero Road Safety Plan.
The Project Design and Management Section is also growing to manage the delivery of surface transit improvement projects.
Currently, Transportation Services is hiring one permanent Engineer within the Cycling and Pedestrian unit and one 12-month temporary Engineer in the new Surface Transit Improvement unit, but will be establishing a qualified candidate list for the Transportation Services Division, particularly the Project Design and Management Section to be considered for future permanent or temporary positions.
As a member of the Project Design & Management section, you will oversee and guide the design and delivery of multi-modal projects that help advance goals in adopted City policies like TransformTO, Surface Transit Priority Network Plan, Vision Zero Road Safety Plan, Cycling Network Plan, Missing Link Sidewalk Policy, and Toronto’s COVID-19 Recovery and Rebuild Strategy. As a Transportation Engineer, you will plan, investigate and prepare designs and reports and make recommendations as well as manage contracts involving multi-modal design engineering challenges with support from Senior Project Managers and Senior Engineering staff.
The Transportation Engineer candidate is expected to analyze, coordinate, design and review multi-modal projects within an urban environment, develop/review technical policies and standards, coordinate with other municipal infrastructure and delivery agents and communicate with internal and external stakeholders and the public.
You will help to shape the future of Toronto’s streets with a focus on safety and comfort for people walking, cycling and taking transit and work with internal and external partners at the forefront of design, implementation and process innovation.
Major Responsibilities:
Technical Design Knowledge, Research and Analysis:
Develop preliminary and functional engineering design, oversee stakeholder coordination, financial controls, construction quality control and assurance, tenders and contract management and delivery of capital projects that implement road safety improvements and multi-modal Complete Streets features.
Undertakes technical analysis related to the transportation asset conditions and needs, determines capital requirements and develops the annual and multi-year transportation state-of-good-repair capital works programs.
Prepare engineering analysis, evaluate and recommend new systems, work procedures and technologies.
Prepare and review drawings, engineering studies, specifications, plans and cost estimates to support planning and delivery of capital geometric safety improvements, cycling infrastructure and sidewalks.
Perform site visits for preliminary assessments, safety reviews, and inspections of capital projects
Prepare Committee and Council reports, presentations, Request for Proposals, Request for Quotations, contract plans, specifications and estimates for tenders. Evaluate tendered bids, makes recommendations for award of contracts, and prepare change directives and payment certificates.
Ensures work is undertaken in a manner that complies with and supports City compliance with the Ontario Occupational Health and Safety Act (OHSA), other relevant codes and regulations and City policies.
Best Practices Knowledge, Relationship Building and Consultation:
Maintain an up to date knowledge of technological developments, corporate policies, practices and guidelines, legislation and initiatives by other jurisdictions in the field of multi-modal road engineering including but not limited to Vision Zero approach to traffic safety, geometric design (TAC, NACTO, multi-modal traffic engineering and analysis and transportation equity).
Understand the intersection of equity and transportation engineering process.
Liaise with and resolve conflicts with internal and external stakeholders, members of public, developers, consultants, stakeholders, councillors, other divisions and government agencies about projects, programs and developments.
Manage assigned programs and projects, ensure effective teamwork, communication and high standards of work quality to advance the initiatives of the unit in a complex municipal environment.
Key Qualifications:
Must be a licenced Engineer, or the ability to become a licenced engineer with Professional Engineers Ontario (PEO) prior to the start date.
University degree in civil engineering, or transportation engineering or equivalent combination of education and experience. Education and experience in multiple disciplines is an asset.
Experience using traffic modelling software (e.g. SYNCHRO or Vissim).
Experience in applying traffic engineering concepts and Complete Streets principles and designs as they relate to all modes of transportation and all aspects of transportation including road safety, accessibility, connectivity, maintenance, placemaking, and sustainability.
Experience in applying the principles of multi-modal engineering and transportation equity goals in addition to Municipal, Provincial and National standards, specifications and guidelines related to urban sustainable traffic, roads, road safety, trees, and streetscapes.
Proficiency in using one or more of AutoCAD, Civil 3D, Bentley Microstation or InRoads and the application of AutoTURN in developing functional and detailed geometric designs would be an asset.
Proficiency using ArcGIS to analyse data to inform strategic project planning and capital coordination decisions would be an asset.
Knowledge of Ontario Highway Traffic Act, Ontario Traffic Manual, the Occupational Health and Safety Act, Accessibility for the Ontarians with Disabilities Act and any other legislation related to the job summary.
Highly developed personal, interpersonal, communication and team skills to collaborate and work effectively with contractors, colleagues, elected officials, consultants, developers, the public and other internal and external clients and stakeholders.
