Major Responsibilities:
To research and analyze information for policy development and planning issues in TPPR. Collects, analyses, interprets and maintains research reports utilizing statistical, budget and economic data.
Implements detailed plans and recommends policies/procedures regarding program specific requirements
Analyze current policies and procedures, make recommendation and implement changes to promote standardization and efficiency and effectiveness of service
Studies, develops, recommends and implements initiatives
Recommends policy and procedural changes and prepare reports for Council and various divisions
Researches industry standards and developments to ensure use of best practices and that legislative requirements are met
Supervises and provides functional direction, motivates and trains staff as required, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others
Provides project management support and leadership for initiatives and specific issues within Forestry as a member of self-directed work teams
Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations
Oversees and tracks financial accounts and associated data; including, but not limited to: fees, refund requests, deposits, Letters of credit, database statistical performance data and reporting
Prepares capital and operating plans with associated budget requests for forestry programs and initiatives
Performs overall project management including preparation and monitoring of budgets and project coordination with forestry field services
Evaluates and conducts detailed cost benefit analysis and prepares and makes recommendations on the effectiveness of various options on methods of delivering services including preparing alternative scenarios that have budget/staff implications
Key Qualifications:
Your application must describe your qualifications as they relate to:
Post-secondary education in a discipline pertinent to the job function and/or equivalent combination of education and experience.
Experience in supervising and providing work direction to multidisciplinary teams and working cooperatively with staff in a unionized environment, other divisions, vendors and contractors.
Extensive experience in budget, administrative, planning and financial management.
Experience and proven effective ability to plan, organize, delegate and manage projects and initiatives.
Experience in preparing various formal contractual documents such as Request for Information (RFI), Request for Proposal (RFP), and Request for Quotation (RFQ), Statement of Work (SOW), Memoranda of Understanding (MOU) or Service Level Agreements (SLA).
Ability to work with the with the City’s Financial Reporting policies and procedures (i.e. variance reporting and accruals).
Proven human relations, communication, negotiation, analytical and conflict resolution skills.
You must also have:
Excellent communication, relationship management, presentation and project management skills are required as well as the ability to manage multiple competing priorities and complex projects
Working knowledge of the Occupational Health and Safety Act and Collective Agreements
Working knowledge of City of Toronto policies such as the City of Toronto Human Rights and Anti-Harassment Policy and Conflict of Interest Policy.
Highly developed analytical, conflict resolution and problem solving skills with ability to perform duties under minimal supervision.
Demonstrated organizational skills, including ability to take initiative, problem solve, work under time constraints and meet deadlines.
Highly developed interpersonal skills with the ability to communicate effectively, both orally and in writing, at all organizational levels, including the political level, members of the public and external agencies.
