Major Responsibilities:
Oversee the maintenance, repair, installation, calibration, testing, and safety of the electrical, instrumentation, communication and control systems within Toronto Water.
Conducts complex technical investigations for the analysis and evaluation of existing and proposed instrumentation and electrical equipment and systems, including assessment of performance, cost benefit analysis and legislated requirements, recommends changes and manages implementation
Prepares an annual and long term plan and recommends policies to ensure a strategic approach related to overall Electrical, Communication and Process Control Systems requirements/replacements
Assists applicable staff in the development and management of budgets and the preparation of concise and accurate reports in a timely manner
Conducts research into program specific issues, ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government
When required, prepares specifications, reports and sketches, evaluations of equipment and prepares service purchase orders
Participates in the pre-design, design and implementation stages of Capital Works Projects, and works with consultants and contractors during the construction and commissioning stages to ensure quality workmanship and materials are utilized
Manages assigned projects, ensuring effective teamwork and communication, maintaining high standards of work quality and organizational performance combined with continuous learning
Ensures that the project expenditures are controlled and maintained within approved budget limitations
Assists the Work Area Teams to investigate equipment malfunctions and provides solutions and recommendations for remedial action
Coordinates and monitors work of staff and contractors in the maintenance, repair, installation, calibration, testing, and safety of the electrical, instrumentation, communication and control systems within Toronto Water.
Arranges regular inspections to ensure that such work is fully compliant with Electrical Safety Authority standards and the Ontario Electrical Safety Code
Develops, co-ordinates and tracks the preventive maintenance program for high voltage installations in accordance with recognized regulations and safety procedures.
Liaises with Hydro-Electric Supply Authorities and the Electrical Safety Authority on all electrical system issues. Prepares electrical safety procedures for use by staff
Provides assistance to other facilities/sections during emergencies as required.
Immediately advises all parties, (Management & Unionized Staff) and takes appropriate action of any contravention of established work/safety procedures, Ontario Hydro Electrical Safety Code rules or Occupational Health and Safety Act regulations
Liaises with sectional, divisional and corporate support as well as with other facility EI Specialists in the development and application of standards, and in the development and monitoring of required training programs for staff
Cooperates and contributes in a team setting, promoting team cooperation and performance
Interviews job applicants, administers written and practical exams and makes recommendations for hiring, promoting
Key Qualifications:
Must possess and be able to maintain a current Certificate of Qualification as a Construction and Maintenance Electrician (Branch 1) 309A in accordance with the regulations enforced in the Province of Ontario or as an Industrial Electrician (License 442A, of the Trades Qualification and Apprenticeship Act, R.S.O. 1990).
Must possess and maintain through examination by the Ontario Water Wastewater Certificate Office (OWWCO) a valid Ministry of Environment Class I Operators License in the appropriate discipline as per the applicable legislation within 90 days from their employment start date.
Operator Certification or Operator-in-Training OIT license – Should an incumbent be employed without holding any Operator certification or an Operator-in-Training OIT license, he/she will be required to write and pass the Level 1 certification exam in the appropriate discipline within 90 days from their respective start date and acquire the applicable licence as soon as feasible, (based on experience and applicable training).
Extensive experience in the maintenance and troubleshooting of programmable controllers, remote terminal units and data communications circuits, pneumatic and hydraulic instrumentation.
Extensive experience and knowledge in the application, installation, and maintenance of electrical equipment of voltage ratings up to a minimum of voltage class 35 KV.
Must have a valid Province of Ontario Class “G” Driver’s License and be able to maintain same.
You must also have:
A thorough knowledge of applicable electrical regulations and safety requirements in the electrical trade.
A working knowledge of computer applications including Word and Excel and possess other basic related computer skills.
An ability to provide leadership, supervise, train, mentor, coach, assess and profile staff for personal development.
An ability to effectively communicate, both orally and in writing at a management level.
An ability to plan, schedule and manage work, with sound judgement and decision making skills
Knowledge and understanding of the associated technology used in process control and Supervisory Control and Data Acquisition (SCADA) Systems
A broad knowledge of the relevant processes, procedures and equipment used in advanced water or wastewater operations.
Knowledge and understanding of the operating principles and features of meters, industrial controls, control circuits, relays, interlocks and electrical equipment, etc.
A history of practical hands on experience in the electrical and instrumentation field.
An ability to prepare, read and interpret electrical and mechanical drawings, sketches and specifications.
Good knowledge of government legislation in the areas of employment, labour, human rights, the Occupational Health and Safety Act
Good knowledge of the regulations of the Ministry of Environment and other government agencies pertaining to the specified water/wastewater operations activities.
Proficient in analytical, adaptability, and innovative competencies.
Ability to work effectively and support fellow staff members in a strong team oriented workplace environment.
