The Parks, Forestry & Recreation Division of the City is hiring! We are looking for an experienced urban forestry management, policy development, program and service delivery professional to join our team as a Manager Forestry Operations – Forest Policy and Planning.
In this permanent, full-time role, you will provide leadership in the planning, co-ordination, development and implementation of the Strategic Forest Management Plan for the City of Toronto, including related performance measures. You will manage development and enhancement of operational standards, guidelines, policies and by-laws which govern delivery of Urban Forestry services. Leading a large team of staff, you will oversee the overall co-ordination and support of work and asset management systems. You will also be responsible for data governance and effective internal and external communication with clients and partners.
Major Responsibilities:
Develops and implements detailed plans including forest management plans which provide strategic direction and promote the preservation, restoration and enhancement of the urban forest in consultation with other City divisions and agencies, the broad Toronto community and relevant stakeholders
Plans and manages the development of branch-related policies, by-laws and by-law amendments, standards, specifications, processes and procedures to meet program specific requirements
Manages, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others
Manages and supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests.
Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary
Oversees the design and implementation of forest inventories and studies to determine forest structure, composition, condition, etc., for the purposes of evaluating and managing forests.
Oversees the analysis of forest inventory data and the development and implementation of recommendations to achieve desired management objectives
Coordinates customer service and data management within TMMS or other information or work management systems designed to collect, store, analyze data, issue work orders and document work performance
Ensures the sustainability of the urban forest in Toronto through review, monitoring and revision of tree maintenance, protection and planting programs and practices, with the aim of enhancing and expanding the Urban Forest, and its associated benefits
Acts as branch and or divisional lead on divisional and Corporate initiatives, though participation on teams or committees and any associated implementation in revision to practices and allocation of resources
Ensures compliance with Collective Agreements, covering unionized staff in CUPE Locals 416 and 79
Provides ongoing communication and support to Councilors, other branches and City divisions
Responds to requests for information and issue resolution with City Councilors.
Prepares and presents reports to City Council, Community Councils and Standing Committees
Oversees research and preparation of reports, graphic materials, presentations and a variety of communications items in a range of media formats on behalf of the branch on issues that impact Urban Forestry
Problem solves and resolves conflicts both in terms of internal issues and external concerns
Acts as a Supervisor under the definition of the Occupational Health and Safety Act, and ensures that adequate training, safety equipment and safe work procedures are in place in order to develop a strong culture of Health and Safety and minimize any Health and Safety issues
Coordinates the development of performance measures program for the branch in an effort to achieve effective output measures and program outcomes of the branch activities.
Key Qualifications:
Post-secondary education in Forestry or a related field is a strong asset, but will not be required for a candidate with extensive management experience delivering results in a similar role.
Extensive technical expertise in urban forestry management, policy development, program and service delivery.
Considerable management experience in the areas of administration, operations, planning, service delivery and project management.
Highly developed human relations, communication, negotiation, analytical and conflict resolution skills.
General knowledge and proficiency in a range of core functions of the Parks, Forestry & Recreation portfolio, and specific technical expertise of urban forestry operations and legislation including the development of standards and support components.
Demonstrated ability to operate as a fully accountable program leader, manager of self-directed work teams and as a member of a management team.
Demonstrated ability to establish and achieve short and long-term goals, including the ability to work within ambitious timelines and budgets.
Excellent writing and communication skills, including the ability to prepare detailed reports and make presentations.
Working knowledge of the Occupational Health and Safety Act and Regulations, the Collective Agreements and related Labour Legislation.
