The City of Toronto’s Fleet Services Division (FSD) provides a full range of fleet management services for City Divisions and Agencies. FSD directs the City’s fleet management, including the full lifecycle management of over 4,000 fleet assets, maintenance, safe operation and legislated compliance. FSD also leads the City’s Sustainable Fleet plan and the fuel and electric vehicle charging infrastructure. The City of Toronto has the largest municipal fleet in Canada and one of the most complex Fleets in North America.
Reporting to the Manager, Fleet Business Intelligence and Reporting, within the Fleet Business Management Section you will lead the technology initiatives in the Fleet Service Division’s Technology Roadmap to address business pain points and achieve the business objectives. In your role you will support the project planning and implementation of project schedule, cost, resources, risks and issues that are defined in the business case and project charter.
Major Responsibilities:
Coordinates the implementation of activities of the projects and programs plans for various business transformation and business intelligence initiatives.
Develops project plan, schedule estimates, budget estimates, human resource estimates and future projections based on research and communication with multiple client groups.
Implements detailed project plans and recommends policies regarding project and program specific requirements.
Drafts project documentation such as risk/issue management plans/logs, business requirements, project charters, procurement documents, cost tracking, project schedules, communication management plans, reports and presentations.
Coordinates, implements and develops tracking tools for large scale projects and programs in the fleet business management.
Prepares business cases, feasibility (including economic, organizational, operational, technical impact) studies, project charters/plans, business/functional/technical requirements, design documents, training strategies/plans and user documentation.
Prepares detailed project status reports using benchmarking measures and project management techniques.
Manage assigned projects, ensuring effective teamwork, communication and high standards of work quality.
Provides input, guidance and technical expertise in the development of divisional business intelligence and business transformation initiatives. Provide recommendations that contribute to divisional/City initiatives and the effective use of human assets and services that will lead to service efficiencies and optimization of resources.
Collects, analyzes, evaluates and interprets information/findings to develop Key Performance Indicators (KPls), recommendations for improvement to existing Divisional projects, operating procedures, policies, services and increase contract performance.
Prepares responses, project plans, reports and status updates for senior management.
Conducts research into assigned areas, including working with confidential information related to policy, staffing, job roles and budgetary changes and produces reports that take into account developments within the field, City policies and practices, legislation and initiatives by other levels of government.
Prepares summaries of information/findings using a range of analytical and statistical techniques.
Implements and maintains project management processes such as issue management, project change management and risk management.
Provides work direction to project team members and support staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation and communication in others.
Liaises and co-ordinates with internal and external groups on accomplishment of deliverables
Manage fleet information management solution implementation and enhancement.
Key Qualifications:
Your application must describe your qualifications as they relate to:
Post-secondary education in a field of Business Administration, information technology or other related discipline or an equivalent combination of education and experience.
Experience in project management handling multiple and diverse business transformation and business intelligence projects from inception through implementation with minimal directions; and the ability to initiate, coordinate and manage the implementation of creative solutions.
Experience in conducting research, analysis, interpreting large volumes of data, summarizing findings and creating presentations.
Extensive experience with a variety of software packages including Microsoft Suite (e.g. Word, PowerPoint, Project, Visio and including advanced level in Excel), and or equivalent City available software to conduct complex processing of database.
Advanced knowledge in drafting and presenting reports and recommendations to senior level management.
Effective oral and written communication skills including excellent report writing, presentation skills and conflict resolution skills.
Knowledge of City of Toronto policies and procedures, purchasing procedures, bylaws, polices, guidelines and municipal operations will be an asset.
High degree of conceptual ability and capacity to develop creative solutions to refinement of procedures, development of policy and evaluation of problems.
Proven track record of solid internal and external relationships and strong leadership capacity.
Knowledge of Ontario Statues, including Occupational Health and Safety Act and Regulations, the Collective Agreements and related Labour legislation.
