Major Responsibilities:
Develops, implements, and monitors plans related to administrative and legislative functions of the General Managers Office.
Maintains the Corporate Agenda Forecasting System with up to date information with the division’s reports and legislative agenda, including proactive management with staff to ensure reports hit review deadlines on time and reports are submitted to City Clerks.
Coordinates resources and briefing materials for the General Manager for committee meetings and City Council meetings, including working with staff to ensure briefing materials are completed on a timely basis and to the General Managers satisfaction.
Coordinates the agendas for divisional senior meetings, as well as attends meetings as needed for record keeping and next steps implementation.
Using a degree of political acuity, proactively flags issues that arise in the legislative agenda, divisional reports or otherwise to the Program Manager, and addresses these issues in the briefing materials for the General Manager prior to committee/Council.
Facilitates requests originating from elected officials, other divisions and the public, coordinates divisional input where necessary for the General Managers response.
Develops and maintains a good knowledge of divisional operations and policy to assist in identifying and addressing potential risk areas.
Develops and maintains an internal system for Council report back requests, including consistent updating every committee/Council meeting and ensuring delegation to the correct Manager/Director for consistent follow up.
Oversees assigned projects to ensure effective teamwork and communication and high standards of work quality to advance the Division’s initiatives in a complex municipal environment.
Establishes, maintains and develops linkages to other divisions, agencies, boards and commissions to ensure effective partnerships.
Prepares responses, reports and correspondence on behalf of the Manager as required.
Represents the Manager as required at meetings within the Division or with corporate counterparts.
Acts as resource person for inquiries related to Divisional activities and general delegation of tasks from the General Manager to divisional staff.
Support the General Manager in responding to requests for materials and presentations, both to internal colleagues and external partners and organizations.
Key Qualifications:
Post-secondary education in Public Administration, Public Policy or a discipline pertinent to the job function or an equivalent combination of education, training and experience.
Considerable experience in conducting research, analysis, interpreting large volumes of data, summarizing findings.
Considerable experience as a fully accountable project leader handling multiple and diverse projects and priorities in a detail and deadline-oriented environment.
Excellent skills in the use of MS Office (i.e., Word, Excel, PowerPoint, Outlook).
Effective oral and written communication skills, including the ability to run agendas or Chair meetings, and flag or navigate sensitive communication needs.
Ability to provide effective work direction to project team members, staff and others to advance a program.
Excellent stakeholder management skills. Proven track record of solid internal and external relationships, partnership development and strong leadership capacity.
Ability to work on complex multidisciplinary projects.
Ability to effectively delegate tasks and provide work direction to staff.
Ability to deal with the public in dispute management or conflict resolution situations.
Experience in a municipal environment, including understanding the relationship between the corporate and legislative sides of the government, is a strong asset.
