Reporting to the Manager of Employee Health and Wellness (EH&W), this position is responsible for providing expertise and consultation services to City divisions and employees in matters related to proactive disability management and occupational health services by developing programs, training and communications leading to improved physical and psychological health while minimizing the impact of illness and injury.
Major Responsibilities:
Provides professional expert consultation, interpretation and direction regarding proactive disability management and occupational health services
Provides consultation and guidance including compliance with legislation as well as collective agreements and policies, programs and processes
Liaises with management to provide information and expertise to enable them to effectively meet their occupational health, wellness and disability management due diligenceobligations
Coordination of EAP services (including critical incident response, assessment and referral services) between client divisions and the external EAP provider for specialized assistance, such as trauma counselling
Management of historical EAP files (electronic and paper), including retention anddestruction
Coordination of Freedom of Information (FOI) requests for historical EAPrecords
Manages a case load providing proactive disability and occupational health services toemployees
Mentors/coaches health consultants and program support staff in managing client files including developing recommendations, ensuring high standards of work quality and servicedelivery
Assesses and reports on emerging trends and legislative changes in the area of occupational health, wellness and disability management and initiates actions to address these changes/initiatives
Provides leadership in the development and implementation of occupational health programs and procedures that are specific to EH&W
Collects and interprets data for statistical analysis to ensure the ongoing delivery of effective and efficient disability management and health services
Identifies and analyzes occupational health, wellness and disability management training needs and, through leadership and consultation develops, designs and delivers training programs to meet with legislation; corporate policies, and programs and organizational needs
Develops tools and resources to enable the organization to effectively manage employee with health issues
Initiates, builds and maintains relationships with internal and external partners in order to develop, facilitate and promote occupational health, wellness and proactive disability management services which support emerging trends and organizational needs
Triages and manages the assignment of new client referrals through the Central Intake process. Provides a quality control function as it relates to work planning in order to achieve established goals and emerging priorities of the program
Assists in the coordination the EH&W clinic schedule for the adjunct service providers including on-site emergency first aid and nursing care services at City Hall
Key Qualifications:
Post-secondary degree or diploma in a health specialty or equivalent combination of education and experience. A degree in Nursing (B.Sc.) with a specialty designation in Occupational Health Nursing is preferred.
Considerable knowledge and experience of disability management, occupational health theory and practice
Experience in interpreting medical and functional information and the ability to communicate this information, within policy and privacy requirements
Experience working with an Employee Assistance Program and coordinating critical incident response, assessment and referral services
Thorough knowledge of collective agreement provisions and relevant Legislation (e.g. Occupational Health and Safety Act, Ontario Human Rights Code, Health Disciplines Act) with the ability to communicate its significance and relevancy to each situation
Strong interpersonal and consultation skills with the ability to communicate effectively and maintain productive working relationships with People and Equity staff, managers, employees, union officials, health care professionals and external agencies
Ability to exercise good judgment and decision-making in handling situations of a complex and sensitive nature, using tact and discernment while maintaining confidentiality of medicalinformation
Experience with data management and reporting systems for disability management such as Quattro, or equivalent.
Excellent project managementskills
Experience in developing occupational health, medical surveillance and wellnessprograms
Experience facilitating working groups and managing multiple high priority tasksconcurrently
Excellent written, verbal and presentationskills.
Provides (RNs only) primary and emergency care to employees and members of thepublic
Proficiency with City standard desktop software applications (e.g.: Excel, Adobe, MS Word, PowerPoint, etc.)
