Major Responsibilities:
Reporting to the Manager, BIA Office, the Streetscape Designer and Capital Projects Co-ordinator will coordinate the design and implementation of improvement plans in Business Improvement Areas to ensure the right of way capital projects are technically and financially feasible, comply with relevant City standards, and coordinated with other public works.
Leads the BIA Boards of Management, inter-disciplinary teams of City staff from various divisions, elected officials, consultants, utilities, contractors and other internal and external stakeholders in the design, development, co-ordination and implementation of capital projects within Business Improvement Areas
Maintains working relationships with stakeholders to ensure that capital projects are co-ordinated with other public and utility works, where possible, to achieve maximum cost efficiencies and minimize disruption within the road allowance and disturbance of local businesses
Develops the Streetscape Design Capital Budget by consulting with various internal and external stakeholders to define the preliminary scope, strategy, timing and costing of improvement projects and recommends priorities for the Capital Program.
Monitors and prepares reports capital spending and revises approved capital works programs to reflect actual in year spending
Co-ordinates the development of joint capital project budgets and schedules with other City Divisions and Agencies
Identifies and analyzes opportunities and constraints for capital improvements within the public realm and coordinating the design and implementation of improvement plans. Advises and makes recommendations to the project team
Leads inter-disciplinary teams of City staff from other departments, elected officials, Consultants, Contractors, BIA board members, utilities and various other stakeholders, in the development and implementation of Capital Projects
Identifies trends, analyses opportunities and constraints and develops innovative design and construction solutions, within the public realm, while balancing political, community and other stakeholder interests, budget restrictions; and ensures that capital projects are technically and financially feasible and comply with relevant City standards and various safety regulations
Coordinates the implementation of capital projects, including: administering construction contracts; overseeing contractors; tracking completion milestones; and ensuring quality of work. Also monitors project costs to ensure budgets are not exceeded, investigates and recommends actions to be taken pertaining to certificates of payment, change orders and site instructions
Attends site inspection meetings. Mediates the resolution of disputes between various stakeholders that may arise through the execution of construction activities and contract administration
Prepares terms of reference for professional design services and studies, and directs the work of Consultants
Secures approvals from various authorities including other City divisions, public utilities, and other governmental authorities, when necessary
Prepares Requests for Quotations, Requests for Proposals and all Tender Documents for capital improvement projects
Ensures that drawings, specifications, tender documents and contracts for projects meet the procedures and standards of various City Divisions including the City’s Purchasing and Conflict of Interest Policies.
Facilitates innovative financial partnerships to fund improvement projects
Promotes a high quality of urban design within the public realm by keeping current on streetscape design and product innovations and developing guidelines for acceptable streetscape designs
Increases the profile of the Economic Development Capital Cost-Share Program by hosting, and/or participating in, design competitions, preparing articles, and making presentations to the media and other organizations such as the Economic Developers Council of Ontario, Canadian Institute of Planners, International Downtown Association and other professional organizations
Represents the Division at public meetings and committees
Prepares and gives evidence at Ontario Land Tribunal, if required
Ensures construction projects comply with various safety regulations including the Ontario Building Code, Electrical Safety Authority regulations, and Occupational Health and Safety Act.
Coordinates consultants to prepare the concept designs, construction drawings & product specifications, budget estimates, and construction schedules for all improvement plans on large projects.
Reviews the effectiveness of the capital program through performance analysis focusing on social and economic indicators.
Post-secondary education in landscape architecture or engineering combined with relevant experience or an approved equivalent combination of education and experience.
Considerable experience in the design, implementation and obtaining the necessary approvals for civic improvements.
Experience in coordination of capital projects including effective budgeting, scheduling, project tracking, contract administration and construction activities.
Experience using design industry standard software applications e.g. MicroStation, AutoCAD, Adobe (Illustrator and Photoshop), InDesign, etc.
