Major Responsibilities:
Implements detailed plans and recommends policies/procedures regarding program specific requirements.
Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary. Works with modified staff in conjunction with disability management.
Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
Oversees the maintenance, service and repair of medical management and conveyance devices, including stretchers, oxygen equipment, suction equipment, cardiac monitor-defibrillators, stair chairs, backboards and specialized splints.
Meets specified manufacturers’ maintenance schedules for each assigned piece of patient care equipment. Ensures all equipment and devices meet the legislative requirements as set out by the Ministry of Health in the provisions of the Land Ambulance Service.
Maintains proper inventories and ensures that equipment is rotated and serviced to maximize efficiency through reduced downtime and improved equipment availability.
Maintains accurate manual and computerized records and databases to confirm repairs, replacement, distribution, decommission and maintenance for audit and management control purposes.
Ensures all equipment is marked with identifiers and retains records of serial numbers, models and locations.
Coordinates and assists in the procurement of equipment and equipment-related services for Emergency Medical Services Operations, prepares specifications and processes records pertaining to requisitions, purchase orders, work orders and other related documents.
Manages and oversees a mobile deployment of patient care equipment 24/7 to management and operational paramedics to ensure that ambulances, response vehicles and commander cars remain in service, and continue to operate within the Division standards ensuring the provision of efficient, safe and seamless services to the public and allied agencies.
Liaises with all City of Toronto divisions, the Ministry of Health, fire, police, hospitals, nursing homes and other organizations.
Provides all necessary medical equipment for Special Operations as required for the City of Toronto Special Events Portfolio.
Maintains reports on all equipment ensuring record retention for the life of the equipment, as required by the Ministry of Health.
Identifies training and job rotation needs.
Coordinates all on-the-job training for assigned staff to ensure manufacturer and legislative requirements are met.
Ensures good public relations standards are met with respect to contact with the public and other governmental and/or outside organization.
Ensures all operational vehicles and equipment are maintained to operational standards, manufacturers specifications and legislated requirements. Ensures all equipment, vehicles and bags are cleaned, disinfected and repaired as necessary to safeguard of emergency medical use.
Conducts investigations and provides detailed reports of equipment or user error to the Professional Standards Unit, ensuring proper reporting standards are maintained.
Monitors a mobile retrieval program that retrieves equipment from hospitals and other outside organizations, ensuring that the City assets are cleaned, disinfected, inspected and safeguarded for use before being returned to operations.
Coordinates with the Fleet Commander/Superintendent and Stores Superintendent for effective and efficient throughput and workflow processes and schedules.
Key Qualifications:
Extensive experience utilizing tools and equipment in an industrial machine/repair shop environment.
Considerable experience and knowledge in the safe operation and function of pre-hospital care patient carrying devices and equipment or equivalent semi-skilled work that includes structured preventative maintenance and repair procedures.
Experience supervising workers in an operations, maintenance and logistics environment. Experience supervising in a unionized work environment considered an asset.
Considerable experience and proficiency in computerized software packages such as MS Office Suite (i.e. Word and Excel) and Outlook including the ability to utilize other software packages relevant to supporting the division’s core requirement such as Adobe Acrobat, SAP, M5, etc.
Must possess and be able to maintain a valid Province of Ontario Class “G” Driver’s license and have the ability to obtain and maintain City’s equipment operating permits and requirements.
Physically capable of performing the job demands of a Superintendent in the Paramedic Services Equipment Services group.
Knowledge and ability to use workflow processing and mapping.
Ability to effectively communicate, at a supervisory level.
Ability to effectively handle day to day labour relations issues.
Ability to exercise sound judgement in a quick paced, multi-disciplinary, work environment.
Excellent organization skills, required to work with competing demands, priorities and the ability to meet frequent, strict deadlines.
Comprehensive knowledge of the Occupational Health & Safety Act and its Regulations, Collective Agreements and related legislation applicable to this position.
