Job Profile

Reporting to the Coordinator of Business Analysis & Quality Assurance, the Business/Quality Assurance Analyst is responsible for leading the elicitation, communication, analysis, and documentation of the current and desired needs, requirements, and processes for delivery of city services. This role involves meticulous work which may be guided and subject to review by the coordinator to ensure adherence to the highest standards of quality.

The Business/Quality Assurance Analyst leads the analysis and conceptual design of the solution, documenting business processes and business requirements, functional specifications, and the user experience, identifying opportunities to improve processes, designing acceptance tests, and measuring benefits of completed projects.

The Business/Quality Assurance Analyst also assists in the development of business cases and supports other staff in performing business analysis.

As The Business/Quality Assurance Analyst You Will

• Develop business cases recommending organizational change based on service needs, options analysis, and cost-benefit projections.
• Lead the elicitation, communication, and documentation of service needs, business processes, business requirements, and functional specifications.
• Implement & develop test plans for information systems, including but not limited to:
• Performing application testing which may include functional, system, integration, regression and end-to-end testing.
• Coordinating and facilitating user acceptance testing (UAT) and obtaining signoff.
• Providing guidance to service owners and functional subject matter experts in developing, executing and tracking user acceptance testing.
• Documenting traceability matrix to ensure all requirements can be traced to test cases.

Your Education And Qualifications Include

• Bachelor’s Degree in a management, business, or technology-focused discipline or equivalent education and experience.
• Related certification such as Certified Business Analysis Professional (CBAP), Certification of Competency in Business Analysis (CCBA), or Professional in Business Analysis (PMI-PBA) is preferred.
• 2 years of experience performing requirements analysis, business/system process change and organization transformation.
• Experience working with stakeholders to identify business needs and objectives.
• Experience in business analysis involving business, process, system changes/ organizational transformation.
• Experience in documenting business requirements, data analysis and process models, and functional specifications (use cases, user stories with acceptance criteria, business rules).
• Ability to use judgement to form conclusions that may challenge conventional wisdom, ensuring that proposals or arguments are supported by strong logic and a compelling business case.
• Ability to analyze complex issues and work with Senior Business Analyst or Supervisor to design and implement practical solutions and tools.
• Ability to establish and maintain positive working relationships with employees at all levels of the organization, external contacts, and the public.
• Excellent verbal communication skills with ability to facilitate discussions and engage and influence partners to achieve target outcomes.
• Excellent analytical and problem-solving skills that rely on a structured approach with the ability to quickly learn new concepts/processes.
• Strong interpersonal, coaching and mentoring skills with the ability to work effectively in a team environment.
• Exceptional written communication and documentation skills with ability to produce clear and concise business and process requirements and functional specifications.
• Adept at approaching business problems by analyzing the full business context, including people, process, and technology, to provide solutions that deliver optimal business value.
• Excellent interviewing, influencing, facilitation, negotiation and presentation skills.
• Demonstrated ability to facilitate and coordinate user acceptance testing (UAT) and obtain signoffs.
• Knowledge of software implementation and development methodologies, processes and practices.
• Working knowledge or experience in city-specific subject matters and technology platforms would be an asset.
• Skills in data modelling, data mapping, and systems integration are an asset.
• Skills in creating mockups/ prototypes to conceptualize software design are an asset.
• Skills in creating test plans, writing test cases, and supporting software application testing.

Position Reports To: Coordinator of Business Analysis & Quality Assurance

• In accordance with Article 4, an employee who enters the bargaining unit on or after the date of ratification [October 29, 2020] shall be placed on Schedule A-2. Employees of the bargaining unit who are on Schedule A-2 at the time of ratification will continue to be paid in accordance with Schedule A-2. Employees of the bargaining unit who are on Schedule A-1 at the time of ratification will continue to be paid in accordance with Schedule A-1 until they are the successful applicant to a position at a higher Administrative Salary Level (Grade) or they (or the Association on their behalf) initiate a successful reclassification to a higher Administrative Salary Level (Grade) in which case they will be placed on Schedule A-2 and subsequently follow article 25-2 (Position Evaluation – Treatment of Incumbents).
• The successful applicant may be required to provide a vehicle for transportation while on City business, subject to the terms and conditions of the City Transportation Policy.
