The Finance and Administration Division provides support to the other Divisions related to administration, budget preparation, accounts processing, general ledger reporting, financial analysis, financial control, and administration of capital projects. The Capital Planning Branch provides analytical, administrative, and accounting support and leadership for the Department specific to capital related activities.
Under the direction of the Assistant Controller, the Capital Accountant is responsible for the independent and objective analysis of Departmental initiatives pertaining to the organization; processing and reporting of capital projects and accounts; timely and accurate cash flow forecasting; and capital reporting and accounting within the City policy framework.
The Capital Accountant provides advice in the ongoing review of the Department’s capital program in order to support the decision making process, improve the efficiency of capital use, and provide transparency.
This position provides the challenge, scrutiny, analysis, and review of capital related reporting and budgets to ensure accuracy, effective use of financial resources, and alignment with Corporate direction. The accuracy of decision making, planning, forecasting, and reporting done by the Department, is dependent on the accuracy of information overseen and produced by the Capital Accountant.
As the Capital Accountant you will:
- Lead the development and coordinate the implementation of processes used for accounting and reporting of capital projects.
- Lead and coordinate the Departmental capital cash flow forecast and reporting process.
- Direct the payment processing and accounting for capital projects.
- Lead year-end activities for capital asset inventory.
- Lead the maintenance and updating of the Departments asset inventory.
- Lead Departmental capital budget review and cancellation process.
- Perform other duties consistent with the classification as assigned.
Your education and qualifications include:
- Bachelor’s Degree in Commerce or a related field.
- Professional Accounting designation in good standing (CPA) is required.
- Three years prior related work experience.
- Experience in decentralized organizations with multiple lines of business.
- Knowledge of the City’s capital budget process, project management processes, and asset management processes.
- Ability to understand basic engineering principles and financial aspects of capital project and asset management.
- Demonstrated knowledge of financial records and systems with demonstrated ability to analyze and interpret complex accounting and financial reports.
- Demonstrated knowledge of best practices in financial management, major financial systems, and internal controls.
- Proficiency in word processing, spreadsheets, databases, and other financial applications.
- Considerable knowledge of financial reporting systems.
- Demonstrated knowledge of PeopleSoft applications, specifically the Asset Management, Cash Flow, and Projects Modules.
- Demonstrated ability to establish and maintain positive working relationships with employees at all levels of the organization, external contacts and the public, in accordance with the Respectful Workplace Standard.
- Demonstrated ability to communicate effectively both verbally and in writing.
- Demonstrated ability to plan, organize, and prioritize workload and to meet deadlines.

- Must have a thorough knowledge and understanding of the occupational hazards, safety precautions, regulations and procedures that are applicable to the position’s area of work.
