Team and Job Overview
The manager of IT Infrastructure Transformation leads an experienced team of technologists and supporting vendors in a multi-year program to transform EDC IT infrastructure.
This position requires high digital literacy, demonstrating an ability to lead the team in rapidly learning new solutions and technologies and fostering the agility to respond to constant change. The manager should have a thorough understanding of the major elements of IT Infrastructure and be sufficiently well versed to act as a sounding board for team members as they engage in new work and encounter issues.
The manager will work with the Program Manager for Infrastructure Transformation to support 5 major product streams of infrastructure transformation, including
voice and data networks
servers and storage
public cloud infrastructure
endpoint devices and services
identity and access management services
security (across all product streams)
Support for these product streams includes regular review of new initiative requirements and plans, review of work products, ongoing review of process effectiveness, issue resolution support, resolution of tactical project resource problems/gaps, etc.
The manager supports vendor engagement for transformation activities. EDC has adopted a strategy of enlisting qualified vendors to complete much of the transformation work. Vendors complete this work under the supervision and oversight of EDC solution architects, technical product owners, technologists, quality assurance experts and project managers from the IT infrastructure Transformation team.
The manager is responsible for all staffing and recruitment in support of the team, including development of job postings, resume review, interviews, rate and term negotiation, etc. Complementary to employee and consultant staffing and recruitment, the manager sponsors and supports competitive processes to select and secure vendor partnerships as required.
The manager performs resource and performance management functions. This includes recruitment and hiring, objective setting, performance management, personal development (skills, training, career) management, coaching and prioritization, and workload management.
The manager coaches the team in the development of negotiation and communications skills and encourage strong collaboration and client relationship management skills.
The manager is responsible for a range of purchasing, invoice management and expense management activities, including reviewing and approving invoices, purchase requisitions, and personal expenses. The manager is responsible for weekly timesheet review and approval for consultant resources.
The manager must have a thorough understanding of IT Service Management principles and practices and is responsible for ongoing review of incident, service request and change ticket handling and management by the team. A key related responsibility is the ongoing review and approval of change requests submitted by the team as a precondition for change advisory board (CAB) review and approval. This requires the candidate to review test results, deployment and rollback plans and characterization of outage and service reduction risks.
Aligning with the team’s transformational mandate, the manager is responsible for fostering an active and effective problem management practice that seeks out underlying problems and ensures that they receive timely and effective remediation.

Key Responsibilities
Provide leadership for the Infrastructure Transformation team
Mentor the team in support of EDC’s operational practices, including disaster recovery, ITSM standards (availability, capacity, incident, problem, asset, change management), regulatory/audit compliance, and security and privacy standards
Mentor the team in delivery life cycle management practices, including requirements/needs analysis, design options analysis, detailed design validation, implementation planning, enterprise change management, and quality assurance and control practices
Act as a trusted partner for business application teams and other platform teams to support orderly negotiation of team priority decisions and to help with issues between teams
Lead the team in collaboration with third parties and other EDC teams to find ways to reduce or eliminate operating disruptions
Ensure proper supplier management practices are followed
Leverage industry best practices to drive process improvements across the team and third parties, ensuring consistency by using standard operating procedures
Manage the performance and skill/career development of team members to ensure required capacity and capability to meet organizational needs
Act as evangelist for Infrastructure Transformation across all EDC
Ensure that cyber security standards are of paramount importance in all infrastructure transformation work
Foster an open and transparent team culture and mindset where failure is seen as an opportunity learn and grow
Screening Criteria
Bachelor of Computer Science, Engineering or Management Information Systems, related field, or equivalent experience
Minimum 7 years of experience in leading IT Infrastructure Development and/or Transformation or a related field
Demonstrated experience in recruitment and onboarding of IT professionals
Demonstrated experience in HR performance management and coaching
Knowledge and experience governing IT service management processes, especially with Change Management and Problem Management
Solid knowledge of and experience in the management of SDLC processes (waterfall, agile, Kanban, etc.)
Experience in leading teams supported by multiple vendors
Demonstrated ability to translate broad, strategic intent into tactical plans and directions and to guide the team in investigations into root causes of identified problems.
Excellent oral and written communication skills. Ability to communicate with both business and technical audiences. Strong listening skills.
Ability to identify and simply articulate, in business terms, changes resulting from the introduction of new technologies
Ability to juggle multiple complex concurrent business requests
Understanding of cybersecurity principles and how they can be applied to Infrastructure Transformation objectives and processes
Experimental mindset to drive innovation
Bilingual in both official languages (French and English)
Assets
Experience with Agile practices and/or Agile certification
Dev SecOps Delivery experience
Experience in financial industry / services or FinTech
In-depth knowledge of any or all of identity management, cloud infrastructure, end-point management, voice and data networks, and compute and storage technologies

Salary Range
$89,000 – $133,600, plus performance-based incentive
