Salary: $106,170 – $124,905 – $143,641 per year (pay range explained below)

FNPCI Initiative
The First Nations-led Primary Care Initiative (FNPCI) aims to improve access to primary health-care services for First Nations people across BC in a way that is culturally safe and closer to home. The FNPCI is part of the province’s primary care strategy, which is integrating team-based care in communities throughout B.C. and changing the way primary care is delivered with the creation of primary care networks in partnership with the Regional Health Authorities.
In order to meet the health and wellness needs of First Nations people, it is very important that primary care is culturally safe and culturally informed where Indigenous ways of knowing and being are woven into services.
One of the main objectives of the FNPCI is to develop new First Nations Primary Health Care Centres in rural and urban locations across the province.
The centres will provide access to culturally safe, quality primary health care services for First Nations people and their families. The aim is for clients to feel safe, welcomed, valued, respected and heard when they access care services at one of these centres.
About The Centre
The Gitxsan and Wet’suwet’en Primary Care Centre (GW-PCC) is a standalone, new facility located at 2060 21st Avenue in South Hazelton BC. The new health clinic will provide culturally safe, trauma-informed primary care services to the 8 Gitxsan and Wet’suwet’en communities.
The GW-PCC is a place to provide holistic care for people, incorporating Indigenous ways of knowing and being in all our services. Services are designed to provide wraparound, team based primary care, mental & traditional wellness services. The centre will provide a safe space for Gitxsan and Wet’suwet’en people and their families to seek high-quality primary care services.
About The Role
As Operations Director, you will direct the implementation and operationalize the first BC First Nations Led Primary Care Health Centre. The position champions the integration of traditional wellness and culturally embedded health and wellness practices within inter-professional practice. The position develops team-based care model and oversees the quality of coordinated care. The position also ensures quality of care, consistent health outcomes, and client experiences through providing ongoing coaching and advice to team members. The position also provides operational leadership to a team of healthcare professionals and directs corporate functions for the health centre. The position reports to Vice President of Regional Operations, Northern Region.
About You
Degree in Health Management or a relevant field, and a minimum of 10 years of experience, or an equivalent combination of education, training, and experience.
MBA would be an asset.
Minimum 8 years’ experience leading and managing a team in a health care environment, or management level in primary care.
Minimum 8 years’ experience in health management, managing budgets, program management, operational and strategic planning.
Minimum 3 years’ experience working directly in or with First Nations communities.
Experience developing and overseeing operational contracts, agreements and MOU’s.
Experience in risk management and service delivery contingency planning.
Experience working with and delivering health services to First Nations clients is an asset, including above average knowledge of First Nations culture and anti-Indigenous racism response, and presenting with an attitude of cultural humility.
Training in anti-Indigenous racism response and cultural safety and humility is an asset.
Experience working with Electronic Medical Records and billing system is an asset.
High degree of comfort using digital technology and online systems
Knowledge
Good understanding of Traditional Healing practices, culture, protocols, history, and traditions of the Gitxsan and Wet’suwet’en is an asset.
Strong knowledge of cultural safety, humility and trauma informed approaches to care.
Knowledge of, and ability to apply, an understanding of First Nations cultural principles and protocols in work situations.
Familiarity with the Declaration of the Rights of Indigenous Peoples Act (BC), the recommendations from the Truth and Reconciliation Commission, the “In Plain Sight” report, the National inquiry into Missing and Murdered Indigenous Women and Girls, and the impacts of these on health, health care and health care design for Indigenous people.
Ability to apply a two-eyed seeing approach to balance western and Traditional Indigenous worldviews.
Understanding of own intersectionality, power, privilege, and how these concepts may impact own work and perspectives.
Understanding of rural and remote communities and their inherent challenges and barriers.
Understanding and ability to practice with Nation based, community driven philosophy.
Broad knowledge of legislation and government policies and procedures that relate to primary care.

The Pay Range is the minimum and maximum annual salary based on full time equivalent hours.
Incumbents are typically hired, transferred or promoted between the minimum and midpoint of the range based on their knowledge, skills, abilities and experience in relation to the role requirements.
The top 10% of the pay range is for the incumbents who are industry experts in the job with the combination of exceptional experience and competencies needed to perform all duties and responsibilities at a superior capability level.
As a health and wellness organization, the FNHA has aligned with the Provincial Public Health Order released on October 14, 2021. We have a mandatory COVID-19 vaccination policy for all employees at First Nations Health Authority. This policy requires all employees to be fully vaccinated against COVID-19. If selected for employment, you will be required to provide proof of vaccination by providing a copy of your BC Vaccination Card Passport with the QR code.
