Position Summary
Provides specialized expertise in the research, design, implementation and delivery of strategic data analysis and economic evaluation. Designs and implements data collection and mapping initiatives, at community, regional and organizational levels.
As a health and wellness organization, the First Nations Health Authority has aligned with the Provincial Public Health Order released on October 14, 2021. We have a mandatory COVID-19 vaccination policy for all employees at First Nations Health Authority. This policy requires all employees to be fully vaccinated against COVID-19. If selected for employment, you will be required to provide proof of vaccination by providing a copy of your BC Vaccination Card Passport with the QR code.
Responsibilities
Provides senior level of advice and recommendations in the strategic analytical environment of the Health System Matrix (HSM) and other related First Nations data sources by developing effective tools, ensuring consistency and validity in data, and collaborating on the preparation of final summaries and reports for FNHA stakeholders.
Undertakes analysis of health status, health utilization and expenditure data, including the HSM, via trend and comparative analysis of expenditures and health service utilization, collating the findings into practical formats, then analyzing and preparing reports and power points that are suitable for community, Nation, regional and FNHA audiences.
Provides a leadership role in the development of data analysis capacity at community and regional levels, supporting community-driven, nation-based approaches which inform regional operations and priorities.
Provides strategic support to Policy, Planning and Transformation by providing a data analysis and review, economic evaluation, and financial costing lens, as requested, in environmental scans, policy analyses, strategies and frameworks, etc.
Builds data management capacity, including access to First Nations health status, health utilization and expenditure information, through design and development of tools such as the Health Services and Asset Map (HSAM) dashboards and Access interface, and proactively identify potential data sources for inclusion.
Identifies potential data sources for economic and financial projection analysis and provides recommendations on the appropriate methodologies/approaches.

Qualifications
Education
Master of Public Health or Epidemiology, plus 5 to 7 years of recent, relevant, and significant experiences in statistical analysis and knowledge transformation, or an equivalent combination of education and experience.
Experience
Recent, relevant, and significant experience in statistical analysis and knowledge transformation, usually defined as experience gained over 5 years
Recent, relevant, and significant experience in health research and data analysis
Experience working with First Nations/Aboriginal Health
Knowledge, Skills & Attributes
Knowledge of research and data analysis methodologies and techniques
Applied knowledge of statistical software through coursework or work experiences: Excel, Access, Tableau, R, QGIS and Microsoft SQL
Knowledge of First Nations health issues, OCAP ® and associated data governance practices and their link to health governance transformation in BC
Knowledge of population health and the First Nations perspective on health and wellness
