Public Safety Division:
Reporting to the Director, Safety Officer Programs, the Analyst, Safety Officer Programs is a member of the Policing and Public Safety team providing program and policy support. The incumbent plays a critical role in researching, analyzing, evaluating, advising, and developing initiatives to support Safety Officer Programs throughout Manitoba. Most importantly, the incumbent supports and guides communities and institutions in Manitoba in the development and implementation of their Safety Officer programs. The incumbent may also be required to support department staff, interdepartmental working groups, community organizations, and other stakeholders on best practices in related program areas. The incumbent is required to facilitate and support First Nations, municipalities, internal, and external stakeholders in a collaborative, community-driven process to develop and implement Safety Officer Programs. These programs include the Community Safety Officer, First Nation Safety Officer, and Institutional Safety Officer programs. The incumbent will also be required to work with the Director of Safety Officer Programs as required to write position papers, briefing notes, issue papers, and informational material for senior department managers. The incumbent may also undertake research projects, conduct interprovincial program reviews, interact with advocacy groups, external agencies, and individuals who have special interests in policing and public safety issues.

The Program and Policy Analyst is a member of the Executive and Financial Services team, policy and legislative development support. The incumbent plays a critical role in researching, analyzing, evaluating, advising and developing initiatives, programs, policy and legislation. The incumbent may also be required to support department staff, interdepartmental working groups, community organizations and other stakeholders on best practices in related program areas. In carrying out these duties, the incumbent will be required to write position papers, briefing notes, issue papers and informational material for senior department managers, and support the development of authority seeking documents, such as Cabinet and Treasury Board submissions. The incumbent may also undertake research projects, conduct interprovincial program reviews, interact with advocacy groups, external agencies and individuals who have special interests in policing and public safety issues.

An undergraduate degree in social sciences or related discipline and related experience. Equivalent combination of education, training, and experience may be considered
Experience in program evaluation, preferably in a criminal justice or law enforcement setting
Demonstrated ability to analyze information, identify key issues, and develop recommendations to address them
Excellent Verbal Communication Skills With Presentation And Facilitation Experience
Excellent written communication skills, including experience producing professional-quality documents for distribution to senior management and the public
Experience conducting public consultations and working with various stakeholder groups
Ability to work independently with a high degree of initiative and independence
Ability to find opportunities for innovation, find creative solutions to issues, and successfully manage change
Excellent organizational skills with the ability to meet strict deadlines
Proficiency in MS Office Suite (Word, Excel, Outlook and PowerPoint)
Proficiency in use of research tools (e.g. search engines, online research databases, journals)
Desired:
Knowledge of the criminal justice system, specifically Correctional Services Division or Public Safety Division branch programs, objectives, services, and legislation
Experience developing legislation
Experience preparing briefing notes, Treasury Board submissions, and/or other similar government documents
Knowledge of Indigenous culture and history and how it impacts the justice system
