Who We Are

The Ministry of Parks, Culture and Sport (PCS) works with diverse groups and communities to enhance the province’s cultural, artistic, recreational and social life. The Visitor Experiences Branch of PCS is responsible for the provincial park integrated campground management and reservation system (ICMS) and provides data intelligence and analysis to support business strategies and operations.

The Opportunity

The Park Experiences team of the Visitor Experiences Branch is looking for a highly-motivated, results-oriented individual to join us as a Business Data Analyst on a two-year term. Based out of Regina, this team is responsible for the day-to-day support of the ICMS through direct contact with the users and stakeholders of the system and supporting system stakeholders when changes are requested.

In this role, you will work within a dynamic team environment to provide daily support of the ICMS, and facilitate business analysis activities associated with the ICMS data, processes and policies to ensure its optimal use for meeting business requirements. You will excel at undertaking research and data analysis to find solutions to problems encountered by clients and stakeholders for a variety of technology and data-related projects and initiatives.

The Business Data Analyst role will be of interest to individuals with strong critical analysis and problem-solving skills, who possess excellent organization and communication skills to act as the critical liaison between the Ministry and service provider of the ICMS information and data analysis.

The Ideal Candidate

As a Business Data Analyst, you will:

• Engage with ministry staff and stakeholders to analyze current and future business needs and requirements;
• Develop comprehensive business requirements and recommendations to meet the needs of business clients;
• Research and analyze the “best fit for future” business solution concepts and designs;
• Establish quality standards to ensure consistency and make recommendations for changes and improvements; and
• Develop change management materials and user guidance documents to ensure business clients successfully adopt and implement the technology or process.

The successful candidate will need:

• A comprehensive understanding of project management, change management and continuous improvement principles;
• A comprehensive knowledge of business needs analysis/business process improvement methodologies, tools and processes;
• A comprehensive understanding of information technology system(s) data management, analysis, and reporting;
• The ability to identify, clarify and analyze issues, concerns or problems in order to provide options and recommendations and/or implement solutions;
• The ability to provide daily support and technical and program direction to staff to resolve system/service delivery problems and assist clients in the effective use of IT technologies; including responding appropriately to user concerns and requests, QA testing, developing and facilitating training and user guidance documents, and managing and escalating issues as needed;
• The ability to research and develop new policies and standards regarding IT application changes and information system data changes;
• The ability to consult and communicate effectively with a variety of technical colleagues and non-technical clients to understand their business line;
• The ability to build and maintain co-operative and collaborative relationships with colleagues, team members, business clients, external stakeholders and service providers;
• An understanding of the ministry’s programs, services and associated legislation; and
• A working knowledge and competency with the full suite of Microsoft tools (i.e., Word, Excel, PowerPoint, SharePoint, Teams, Outlook).

Typically, the knowledge for this position would be attained through a university degree in Business Administration or Computer Science, business analysis certification, or an equivalent combination of education and experience. Experience and knowledge with Jaspersoft or similar reporting software would be an asset.
