The Finance Branch is responsible for leading the development, implementation and monitoring of the Ministry strategic financial plan and ministry-wide strategies to achieve fiscal targets and align resources with Ministry strategic priorities.

The Ministry is seeking a dynamic and innovative leader for the position of Executive Director, Finance.

In this exciting position, you will create and sustain a client focused, high-performing culture and lead, develop, and manage the Ministry’s budget planning and reporting framework, providing expertise and leadership to program divisions.

Reporting to the Assistant Deputy Minister of Finance and Corporate Services, the successful candidate will have responsibility for:

• Directing the monitoring, analysis and management of expenditures, revenues, full time equivalent (FTE), and cost-sharing budgets in alignment with the ministry’s strategic plan;
• Long-term forecasting and analysis;
• Overseeing and conducting comprehensive reviews and monthly forecasts of ongoing spending;
• Providing recommendations for executive management decisions on programs;
• Developing financial policies and procedures to safeguard assets to minimize fraud;
• Providing spending oversight;
• Negotiating with central agencies on issues and priorities critical to meeting Ministry mandate and client needs;
• Acting as the senior financial Ministry liaison with Treasury Board Division, Provincial Comptrollers, Provincial Auditor and program branches/divisions; and
• Financial oversight of the Saskatchewan Housing Corporation.
