Who We Are

The Ministry of Corrections Policing and Public Safety is seeking a well-rounded professional to join the Strategic Systems and Innovation (SSI) branch. The branch provides direction in information management, data analytics and the use of data and technology to support business strategies and outcomes. This position will be of interest to individuals who can fill a role within the increasingly dynamic nature of program delivery in the public sector.

The Opportunity

As part of the Ministry of Justice’s new centralized leadership approach: Integrated Justice Information Management Systems Framework (IJIMS), a re-alignment of duties has led to a change in responsibilities within the Strategic Systems and Innovation (SSI) Branch. IJIMS brings all Justice technology; applications, infrastructure, and data together into one overarching model using Justice Data Warehouse (JDW). As a result, the new Senior Data Integration & ETL (SDI-ETL) Analyst’s role is required to lead automated scripting for ETL to ingest, integrate, perform data analysis, solutions analysis, data mapping from source (database, flat file such as Excel etc) to Target (JDW), documentation and implement solutions as per industry standards.

The Ideal Candidate:

Our successful candidate will work with the Program Manager as well as the Business Intelligence (BI) team. The Senior Data Integration & ETL (SDI-ETL) Analyst performs and leads the ETL process management, Data integration architecture & modeling, Data pipeline creation, ETL tools development and Testing / Quality assurance. Additionally, the successful candidate will perform the following roles and responsibilities:

• Provides leadership, expertise for ETL and data integration services, and set directions in the conceptualization, development, planning, and evaluation of the Ministry’s strategies, programs and policies towards the Data integration into a central repository i.e. Justice Data Warehouse (JDW).
• Enhances the decision-making capacity of Ministers, Deputy Ministers, and other senior government officials by providing timely written and verbal analysis and advice regarding key ministerial issues and strategic directions.
• Leads and acts as a Subject matter expert & specialist for data integration and ETL and works with other technical and non-technical resources.
• Leads the development, implementation and monitoring of policy research and program evaluations.
• Establishes and leads work groups for strategic planning, policy development, and organizational performance and evaluation.
• Leads as the ETL architect and establishes the boundaries of data processing including making decisions regarding the accessibility of CLASS A and sensitive data using ETL tools.
• Develops evaluation frameworks to enable the Ministry to evaluate its performance in meeting strategic goals and objectives, including the identification of outcomes, performance measures, data collection issues and methods.
• Builds system architecture for the whole data pipeline.
• Responsible for technical documentation for system requirements and as a data integration lead.
• Executing unit tests and validating expected results; iterating until test conditions have passed.
• Perform regression testing to ensure that the previously developed and tested components still perform after the change
• Leads the team in performing problem assessment, resolution and documentation in existing ETL packages, mapping and workflows in production.
• Leads intra- and inter-ministerial initiatives to identify and prioritize policy and performance/evaluation issues and develop performance reporting requirements and standards. This includes making presentations to Senior executives, stakeholder groups and providing policy advice and coordination on an array of initiatives to further the strategic direction of the Ministry.
• Develops evaluation frameworks to enable the Ministry to evaluate its performance in meeting strategic goals and objectives, including the identification of outcomes, performance measures, data collection issues and methods.
• Leads cross-ministry working groups/teams/projects on data research/integration, ETL and data analytics projects.

Typically, the knowledge, skills and abilities required to be successful in this position would have been obtained through:

• The knowledge and skills required for this position are typically obtained through the completion of a degree such as Computer Science, Mathematics, and/or Statistics, with significant experience in related field; and/or
• The SDI-ETL Analyst is technically sound, knowledge and experience of various ETL tools but not limiting to IBM data stage, Microsoft SQL Server Integration Services (SSIS), Informatica etc with broad knowledge, experience, and the ability to relate to technical issues to the underlying needs of the business.
