The Ministry of the Immigration and Career Training is seeking a skilled, analytical and detail-oriented Senior Financial Policy Analyst to join our unit and support our clients.

Reporting to the Director, Budget and Finance, your responsibilities will include:

Developing, evaluating, providing recommendations, and leading implementation around new and existing financial policy as it relates to the shared services arrangements and ministry specific programs;

Providing financial management and accounting expertise and direction to ministry staff regarding the application and interpretation of new and existing financial management and policies and their respective implications;

Researching accounting and reporting standards and emerging issues and providing advice to ensure consistent definition and application of these standards;

Analyzing financial reports and statements;

Supporting financial audit processes – including liaising with other ministries, and Provincial Audit to collaborate on implementation of new directives from PSAB, GAAP, and IFRS to ensure a consistent approach across executive government and related agencies the Ministry may be responsible for; and,

Working collaboratively with the Legislative and Contract Service Unit to provide financial oversight and input in the contract review process for the ministries in the shared service arrangements to ensure compliance with financial legislation, regulations, policies, as well as financial management practices.

providing advice to program management on all aspects of financial planning, management, reporting, controls and analysis;

support, develop and monitor financial plans; and,

manage financial expenditure, revenue, capital and FTE forecasting.

Success in this role demands:
Strong knowledge of financial planning, management and accrual principles and reporting processes along with generally accepted accounting principles (GAAP, and IFRS) in a public sector environment;

Strong knowledge of the governments annual financial forecast and budget cycle;

Strong knowledge of financial systems (Oracle Financials, MIDAS, and Spend Dynamics);

Knowledge of and experience with a full cycle of contract management;

Knowledge of research and evaluation methodology relating to financial management and policy;

Effective written and oral communications skills;

Demonstrated problem solving and decision-making skills to assess financial impacts in order to identify options and solutions, make policy recommendations and develop new financial policy; and,

Strong organization skills and attention to detail to plan and manage work in a fast-paced environment.

the ability to facilitate and negotiate solutions to complex issues among a diverse range of individuals.

Typically, the knowledge and experience required to achieve the above is obtained through a degree in Administration or Commerce, supplemented by an accounting designation. Considerable exposure to qualitative and quantitative research methodology and public sector experience is an asset. An equivalent combination of education and experience will also be considered.
