Position Summary:

Reporting to the Manager, Noise Management Office, this position is responsible for noise management office functions including responding to community concerns about Toronto Pearson operations using all modes of communication. The Senior Noise Management Officer will develop content for various materials and identify and research opportunities for improvement to the Noise Management Program and Action Plan.

Key Accountabilities:

• Maintain and ensure the accuracy of data collected by the Aircraft Noise and Operations Monitoring System (ANOMS) while providing oversight to the permanent and portable noise monitoring terminals
• Assist with maintenance, troubleshooting and occasionally beta testing, systems; report breakdowns and investigate the probable cause of noise monitor system malfunctions, in conjunction with service providers
• Maintain Relationship with noise system service providers and sub-consultants
• Acquire and maintain up to date geographical information for flight tracking, and training of staff in the tracking system
• Track and investigate community questions and concerns using the ANOMS system and other data sources
• Investigate and respond to public complaints in an efficient and professional manner
• Manages ,researches, analyzes and interprets noise data and noise complaints as they relate to aircraft and airport operations
• Identify trends in resident complaints, and make recommendations for follow up on potential issues or outreach opportunities and the need for enforcement actions
• Develop and produce data reports on a weekly, monthly, quarterly and annual reports for the public, Noise Management Forums, management and the Board about airport operations and noise complaints
• Regular content development (web, Checking in, FAQs, outreach collaterals) to improve communication and awareness and education of airport operations
• Noise data collection, interpretation and reporting from fixed and portable monitors
• Prepares studies, reports and statistical analyses of airport operations, noise and complaint data at appropriate level of detail and makes presentations at noise management forums, industry and internal meetings
• Leads response to requests for information and advises elected officials, community groups and the general public and conducts formal presentations to each of these groups; as well as educating internal partners
• Identify community impacts of maintenance and operational changes and develop public advisories
• Participate in public meetings, open houses and public consultations Represents Community Relations on construction coordination committees
• Develop work plans for students that cover orientation, training, cross-training, day-to-day tasks, project management
• Provide on-the-job training and coaching

This is a unionized position with an hourly wage of $40.50, based on a 37.5 hour work week. If you are the selected candidate, you must be available to commence the duties of the position once a selection decision has been made. As part of the competitive process, you will be required to complete a practical test.

Qualifications:

• Post-Secondary degree or diploma, in Aviation Management or Communications/Public Relations would be an asset and/or equivalent education and work experience
• Knowledge in one or more of the following areas: aviation, airport operations, air transportation industry management or noise management, noise abatement procedures and noise monitoring systems
• Minimum of 2 years’ experience taking care of diverse communities, community groups, public complaint processes, community engagement programming
• Ability to understand technical information relating to aircraft operations, air traffic control and airport operations; ability to recognize aircraft types
• Provincial Driver’s License
• Able to acquire and retain Transportation Security Clearance at the designated level for the position

Knowledge, Skills and Abilities:

• Ability to develop and deliver on work plans that achieve program objectives including aviation-related presentations
• Ability to adhere to Airport security and safety requirements
• Knowledge of data collection and assessment metrics
• Excellent Research, writing and analytical skills
• Adept at understanding complex technical information and simplifying it for diverse audiences
• Excellent engagement capability to expertly handle volatile and emotionally charged situations with tact and empathy at community forums, meetings, events and activities
• Excellent oral and written communication skills, with a background in conflict resolution as well as negotiation
• Experience and knowledge of Geographic Information System (GIS)
• Advanced analytical and digital literacy, including the use of word processing, spreadsheets (intermediate excel), and databases for Windows
• Knowledge of noise operating restrictions, noise abatement procedures and noise monitoring systems and the principles of land use as they relate to Noise Exposure Forecasts and Projections
• Knowledge of the properties of sound, the principles of sound propagation, and the effects of wind, weather and other environmental and physical factors
• Knowledge of the principles of flight and related operational and safety principles
• Knowledge and understanding of Environmental Impact Statements, Environmental Assessments and land use compatibility
• Knowledge and understanding of the Aircraft Noise & Emission Committee
